MIKE: I put CP in the same basket as paypal, neither are my friends but CP does offer great employee benefits.
DH was off last week, he used this years pre retirement week. In the last 5 years of service he gets 1 week pre retirement above and beyond his regular vacation time and in the 5th year 2 weeks pre retirement (total of 6 extra weeks paid time off)plus annual vacation.
What did he do last week, absolutely nothing, said he was practicing being retired. During the day he played games on the computer and in the evenings listened to the stereo.
I told him to enjoy the paid pre retirement as the real thing will NOT be so relaxed.

Canada Post is awful. It does state that any loss or damage is to be filed by addressee. That is the person receiving the item. I do not know why a person in Canada can not go to the USPS website? Does the Canadian Government block the websites you can use?

I have been checking the Royal Mail site for a package I sent to London two weeks ago using the customs number. It has been telling me there was no record and to check back. Yesterday I got an email from the buyer that it had arrived and asking me to let her know when I get any related material. HOORAY!!!! I was beginning to have dreams of a PayPal $200+ charge-back.

I sent it airmail letter post. Is that the reason it does not show as delivered? I notice that the Royal Mail page says you can track incoming international "parcels" by custom number so maybe it has to be sent air parcel post which is more expensive on light weight items.

If this is the case in the future I will be more specific about the delivery method I specify for PayPal to the UK. I will also continue with my "custom forms will show the sale price" rule. I have felt a little mean since I buy a lot from the UK and often get "gift" on the custom form although I never ask for it.

Since this is supposed to be a global economy now this seems like a good step. Safe and easy international payments would be a goo next step.

is Royal Mail a private carrier?
I am under the impression it is,and it also deliver express mail for British post office.
Just like our Fed Express is contracted to deliver express mail for USPS.
if this is the case,then an ordinary piece of mail sent from our USPS to British postal system cannot be tracked on Royal mail.

Evidence of Value
The customer must submit acceptable evidence to establish the cost or value of the article at the time it was mailed. Examples of acceptable evidence of value:

Sales receipt, invoice or bill of sale, or statement of value from a reputable dealer.
Items valued up to $100 - the customer can submit a statement that includes the date and place of purchase, the amount paid, and wheter the item was new or used (only if a sales receipt or invoice is not available). If the article mailed is a hobby, craft, or similiar handmade item, the statement must include the cost of the materials used.
A picture from a catalog showing the value of a similar article (only if a sales receipt, invoice, or statment of value from a dealer is not available). The date and place of purchase must also be included.
Paid repair bills (not to exceed the original purchase price). For partial damage, estimates of repair costs or appraisals - not to exceed the original purchase price - from a reputable dealer are acceptable.
Receipt or invoice costs incurred for the replacement of nonnegotiable documents.
A copy of a canceled check, money order receipt, credit card statement, or other documentation indicating the amount paid. For Internet purchases, a copy of the front and back of the canceled check, money order, or a copy of the credit card billing statement is required.
For Internet transactions conducted through a Web-based payment network that offers payment services through a stored value account, provide a computer printout of the online transaction identifying the purchaser and seller, price paid, date of transaction, description of item purchased, and assurance that the transaction status is completed. The printout must clearly identify

If I am interpreting this right,USPS would not accept an Ebay item page showing final bid amount as proof of value,but if you print out the Paypal detail transaction page which shows the final bid amount paid ,it is acceptable to USPS.

The invoice that you print from PayPal is an acceptable invoice. I have used it before on a package that was sent to India last November. It was lost and I filed a claim since it was also insured. Still waiting though to here from the Post Office on the claim because they are still waiting to hear from the India post and my customer still has not received the package.

this is the problem-USPS may pay up to 100 if package is lost,but how long does it take to get that 100 ?
What if the buyer does not want to wait forever and file a complaint with paypal,he would get all the money back including ship and insure while you wait for USPS to cut you a check??
BETTER TO MAKE THE OVERSEAS BUYER PAY FOR INSURANCE WITH U-PIC OR DSI.

If you send overseas send it by USPS parcel post. It is covered up to the amounts listed under 281.4 in the USPS IMM manual which is listed on the website. They are based on weights. The customs form is the tracking number for you DC. It tracks every custom form number whether it is the green one or the 2976. Anything over the minimums listed under 281.4 has to have seperate insurance for the full amount.

IE: if you send something that weighs 1lb it is covered up to $62.84. If you sold it for $100.00 then you have to buy insurance for $100.00.

This insurance coverage is only available on parcel post and only good to UPU countries and each country has its own rule and regs.

IE: Anything mailed to France you need the 5 page form and 3 copies of the invoice to Canada only 3 pages of the form.

Global priority has no insuarance available(which is stupid and my people at the PO agree). Express mail is covered to $100 and you can buy extra insurance.

Here is the kicker. If you don't use PayPal to ship the package YOU have to show that it was shipped and YOU have to give them all of the info (probably with a copy of the customs form) to show that the item was mailed. When a customer who uses PayPal files for non-delivery and a refund if you made the shipping through PayPal they will say that the item was mailed on a certain date and here is the tracking number. If it was not mailed through PayPal they will contact you and you quickly have to come up with all of the info they need. It locks you in to using PayPal to ship other wise it is a mees that has to be sorted out.

did Paypal ever come out and say 'for overseas shipping,you can prove delivery by providing the us customs form number'??
since the address is not confirmed except for Canada and UK,what difference does it make whether we have a trackable number or not??
I still say ask your overseas buyer to cough up a few more bucks for private insurance like U-PIC or DSI.only a few dollars would cover you ass and their ass too.
if they dont have a few more dollars to spare,they should not be bIdding on EBAY-USA.

I talked to PayPal and they told me it does cover the requirements. That is why they have confirmed addresses over seas.
It is also up to the addressee to make the claim on damaged goods unless they wave their rights and then the addresser can make the claim.
I have many customers that are repeat buyers and they all love the fact that I save them a few bucks on insurance. They are already paying VAT. If they fall under the minimums for the insurance I make the insurance optional. Why pay for double coverage.

I want to see Paypal have it in writing.
Talking is not good enough,you can talk to India today and USA tomorrow,who knows if they know what they are talking about.
