When will Ebay start requiring most Ebay ads to have the Ebay Specified Shipping Option selected? Does Ebay mainly want the name of the carrier & method? There is no way to know the cost of shipping until the zip code is known for packages over 1lb. How are most sellers handling this?

There is calculated shipping which works very well until you get to larger item (over 12x12x12) that need to be shipped from coast to coast. In which case, priority just isn't the best way to go most of the time.
I've started using the parcel post calculator but stating that I'll ship USPS, UPS, DHL or FedEX which ever will work the best.
If I understand correctly ebay just wants a figure to show in the search - silly really. Why should they care? Oh yeah, I forgot they want us all to offer free shipping to improve the buyer's experience (and raise ebay's bottom line)

This is the answer I received from Ebay:
Dear eBay Member,
Thank you for writing to eBay's Customer Support. First allow me to
thank you for your patience in response to your email. I would be happy
to assist you further in regard to what will be required in regard to
the new policy regarding specified shipping in August.
This new policy has not fully finalized yet but I'll do my best to
answer your question. In regard to specifying shipping, you would likely
need to specify a shipping service & cost if you are using "Flat" rate
shipping. If you are using "Calculated" shipping, you would likely need
to specify a shipping service along with the weight & package size.
If you are offering the item internationally, you would likely need to
specify shipping to either "Worldwide" or the locations that you're
willing to ship to. Also, if you are specifying "Required" or "Optional"
for Shipping Insurance, you would likely need to specify a cost for
insurance when using "Flat" rate shipping. Shipping insurance is
automatically calculated based on the selling price if you are using
"Calculated" shipping.
Please understand that nothing is finalized yet but from my
understanding, this is what you can expect that will be required. Here
is a link to our General Announcement Boards as there will soon be an
update on the new policies that will come into effect in August:

gasolineguys - yes Vendio does offer a calculator. You have to have all the settings just right for it to work but at least they have one.

You should determine which you plan to do the most of - calculated or fixed and then set your preference to reflect that in "Shipping and Insurance"
You can change it if needed on the listing form but it will default to what you set up.
You must also select the same option under Site Specifics - ebay. You will see the big blue box for this.
Good luck
