I sold Microsoft Office software on eBay; a buyer purchased and made payment with Paypal. I shipped to confirmed address via FedEx, However, This is very bad buyer, she got software and duplicated CDs, registered it with Microsoft, and then asked me to get refund, she filed PayPal complain to try get to back her money, of course, PayPal denied her request and send email to me and said that I’m eligible seller PayPal's Seller Protection Policy, the case was closed ! No refund
After three months, PayPal sent email notice me that PayPal did chargeback from my account, and made my account balance negative! Asked me to send check to PayPal
See what PayPal said :

“A chargeback and settlement fee in the amount of $10 has also been assessed to your account.”

PayPal's Seller Protection Policy protects seller against chargeback.

See what PayPal’s explanation

“Dear Mr. xxx,

The buyer has gone outside of PayPal to dispute this charge.
We have disputed this chargeback on your behalf with the buyers credit card company. If we win the dispute the funds will be returned to your PayPal account.
Thank you again for your cooperation with our investigation.

Sincerely,
Tom
Complaint Resolution Department”

PayPal's Seller Protection Policy is big joke!

How do you know that? I mean, it seems unlikely you heard that from buyer, so there must be some kind of unusual source of such information.

I did ask Microsoft, this software registered on by this buyer. She also is CD-R/RW writer seller on eBay!!

Why don't you report her to Microsoft for piracy? Tell them what she did and ask them how you can sell your genuine product if she is illegally using the same serial number.

Hi,

It sounds like the buyer may have filed a chargeback for merchandise quality, which is not covered under our Seller Protection Policy. I can check on the reason if you supply your email address ([email protected]).

The information is also advising that we are trying to dispute the chargeback with the credit card company.

This is fraud! Fraudulent buyer used her credit to buy something, and then claims item returned or something to request credit card issuer "chargeback"
I recall when I joined PayPal, I needed to agree PayPal "agreement" and gave up the right to request chargeback!
If any dispute for quality purpose for eBay auction, this buyer knows no quality issue here, if she got defective product, just send a email to Microsoft, Microsoft would send a new copy!
Buyer could file eBay "fraud report system" if any problem. All Ebay auctions are insured, but this buyer did not do that!

PayPal Seller Protection Policy is "PayPal wants to protect our sellers against chargebacks due to fraud.” This is just a fraud case!
