Hi The Red Circle,
If I wasn't concerned, I would not have asked for the step-by-step.And I would not have taken the suggestion forward, in addition to offering to have the items escalated through CS.
As I am connected to other parts of the organization as well, the reports of upgrades like this have only been within this forum.

The good news is I was finally downgraded to a personal account. Although, it took 3 days and another email to get it done. When it was done, I got an email telling me it was, along with a warning:
You are only permitted to downgrade from a
Business account to a Personal account once. If you would like
to upgrade your account to a Business account in the future, it
will remain a Business account for the lifetime of the account.
Heads up folks!

Cheked my PayPal acount again this morning--it has finally been downgraded. Wow, it took only 6 DAYS and the added intervention of PayPalDamon for this to occur. Versus only seconds to upgrade it. Thank you PayPal...

Thanks you. I again invite any user that had an issue like this to contact me. I will have a downgrade worked ASAP. I am also having them check the engineering aspect of it again.

I was upgraded without a choice to a Premier account.
That's part of the reason that I will no longer accept PayPal payments for auctions. The other reason is that I'm not a business - I'm just cleaning out the house of unwanted books, videos, trading cards, etc.
Yet, to PayPal, I'm a business.
I've signed up for Yahoo! PayDirect and a couple of others...at least they're all upfront about any fees, and they don't consider me to be a business.

Thank you for your input around this matter. Due to the possibility there, I have made the following recommendations that appear to be getting some traction.
1. A pop-up asking if you are sure you want to upgrade.
2. A second screen advising that you have been upgraded after clicking on the pop-up.
Just curious, you state that there will be "No forced upgrades". I may be reading into this too much but does this mean that if PayPal deems a user to be a business, but they are using a personal account, they won't be forced to upgrade? If that statement is true, then what will PayPal do about the account? Cancel it? What will be the ramifications of not upgrading an account that PayPal has determined to be a business?

Rather than "upgraded unwillingly", I am reading "upgraded UNEXPECTEDLY" ... clearly the page is flawed if the person clicking the link does not realize the implications of the link.
Given the poor choice of wording in other PP pages, it's quite likely that the page is misleading and poorly labelled.
