The problem is that many ISP's are basement type operations run by geeks who have no business sense. If you don't pay, they cut you off - it's not really an essential service like gas, water, electricity and telephone ... a warning is not required.

Internet service is essential for many people and businesses. Even if I was not running auctions, Web access has become a vital part of my daily life. I can't imagine anyone thinking the Web is not an essential in the US.
