U.S. Finds Major Weapons Cache in Iraq

Feb 26 6:10 PM US/Eastern
By KIM GAMEL
Associated Press Writer

BAGHDAD, Iraq (AP) -- U.S. officers said Monday they had discovered a factory for assembling sophisticated roadside bombs from Iranian-made components _ the first such facility uncovered in a religiously mixed province north of Baghdad.

The officers, who displayed weapons for reporters at a U.S. base in the capital, said the find provides more evidence that the Iranians are providing weapons used to kill Americans.

They include EFPs _ explosively formed projectiles _ that fire a slug of molten metal capable of penetrating armored vehicles and have been blamed for killing more than 170 U.S. and coalition soldiers since 2004.

The display was the latest in a series presented by the U.S. military to bolster its allegation that Iranian weapons are being supplied to Shiite militias. Iran has denied the charge, and some private defense analysts say Iranian weaponry is widely available on international arms markets.

U.S. ordnance experts maintain that the workmanship on component parts is uniquely Iranian and too high in quality to have been copied by Iraqi extremists without access to advanced machinery.

Military officials said the cache _ buried in two freezers and a water container, with some of the rockets covered by tarps _ was the largest of its kind to be found north of Baghdad.

"This is a significant amount," said Capt. Clayton Combs, the commander of the company that found the cache in the volatile Diyala province.

"Before we have found one or two EFPs at the most and those are usually at the site of deployment. This is the first cache ... that has actually been found as far as a production facility."

Among the parts found during a raid Saturday after a tip from an Iraqi informant were 120 mm mortars and 122 mm rockets that the military said were made in Iran. Markings indicated they were made after the U.S.-led invasion nearly four years ago, which would rule out that they were leftovers from the 1980-88 Iraq-Iran war.

The cache also included artillery, anti-personnel mines, as well as more than 150 metal discs, detonation cords, electronic triggering mechanisms and C-4 plastic explosives _ all laid out in piles for a press conference at the main U.S. military base on the western edge of Baghdad.

The military said some smaller munitions had been destroyed at the site.

The U.S. military has said elite Iranian corps are funneling EFPs to Shiite militias in Iraq for use against American troops, and earlier this month reporters in Baghdad were shown pieces of EFPs officials said were directly traceable to Iran.

Officials declined to link the find in Diyala to the Iranian government but said it was further proof that weapons were coming from the neighboring country, which is locked in a standoff with Washington over allegations it is fueling the violence in Iraq and seeking to develop nuclear weapons.

"It's proof beyond a doubt that there's Iranian manufactured weapons being used by insurgents in Iraq," military spokesman Lt. Col. Josslyn Aberle said in Baghdad. "But we can't say based on what we had and what we found who's involved in it."

Aberle said caches with components for making the weapons had been found elsewhere in Iraq but this was the first time one had been found in the Diyala area. The discovery comes amid concerns that militants have been streaming northward to escape the security crackdown in Baghdad.

Ordnance officer Maj. Marty Weber said the country of origin of the mortars and rockets could be determined by the markings and the structure of the weapons, which can be fitted together with copper basins to create the deadly roadside bombs.

The cache was found west of the provincial capital of Baqouba. The area is dominated by Sunni insurgents, but also includes pockets of Shiites.

Maj. Jeremy Siegrist, the battalion's executive officer, said he had no evidence Sunni groups in the area were using EFPs and he indicated it was more likely that Shiite groups were using the weapons, which were found in the village of Jadida that is known to house some members of the Mahdi Army militia, which is loyal to radical Shiite cleric Muqtada al-Sadr.

"We have found EFPs in areas that are Sunni but that doesn't mean that Sunnis were using them. It could have been Shia that brought them there," he said. "I don't have any hard evidence to say that any Sunni-based insurgency group is using EFPs in Diyala province."

When asked if that meant it was more likely that Shiite groups were using the weapons, he said, "I believe so based on the areas where we find the EFPs."

He also said the discovery of an assembly factory cast doubt on previous assumptions that the deadly weapons were made elsewhere and imported to the area, some 35 miles northeast of Baghdad.

"From this conceivably you could make 50 or more EFPs," he said. "All of our assumptions, at least in Diyala, have been that EFPs are made externally and brought into Diyala and this obviously refutes that hypothesis in that there's more and they're being made locally," he said.

Lt. Col. Michael Donnelly, spokesman for Multinational Division-North, said it was "the most potentially lethal IED cache seized in northern Iraq in the past eight months."

Last week, U.S. troops found a suspected Shiite weapons hideout in the southern city of Hillah that also included parts to make the lethal roadside bombs.

The New York Times reported that the stash included a bomb-rigged fake boulder made of polyurethane that was apparently ready to be placed for an attack.

Hezbollah guerrillas have used such a device in southern Lebanon. Iran is believed to be a major supporter of Hezbollah.

Death Squad Leaders Seized in Baghdad

U.S.-led strike forces seized suspected Shiite death squad bosses Tuesday in raids that tested the fragile bonds between the government and a powerful militia faction allowing the Baghdad security crackdown to move ahead.

The sweeps through the Sadr City slum were part of highly sensitive forays into areas loyal to radical cleric Muqtada al-Sadr, who has ridiculed the 2-week-old campaign for failing to halt bombings by suspected Sunni insurgents against Shiite civilians.

Iraqi Officials Say Crackdown Working

By KIM GAMEL
ASSOCIATED PRESS
BAGHDAD, Iraq (AP) -

The Baghdad security operation has been under way less than three weeks, but it has already registered a success: a sharp drop in the number of bullet-riddled bodies found in the streets - victims of sectarian death squads.

The number of bodies found so far this month in Baghdad - most of them shot and showing signs of torture - has dropped by nearly 50 percent to 494 as of Monday night, compared with 954 in January and 1,222 in December, according to figures compiled by The Associated Press.

Since the crackdown was formally launched Feb. 14, a total of 164 bodies had been found in the capital as of Monday, according to AP figures, which are compiled from police reports. The AP count showed 390 bodies were discovered in the same period in January.

"The intensive security measures have forced the gunmen to leave Baghdad and quit throwing bodies in the streets," said Kamil Abdul-Nour, a 42-year-old Sunni teacher. "Still, I am afraid that this phenomenon will appear again if the security measures end," he said.

The U.S. military has boosted the number of U.S. troops working with the police - and Mahdi Army chief Muqtada al-Sadr pulled many of his fighters off the streets under pressure from Prime Minister Nouri al-Maliki, his political ally.

U.S. commanders have also said Sunni and Shiite extremists were shifting from the capital to surrounding provinces such as Diyala.

All that may have also led to a drop in the execution-style killings.

Bombings and other violence continue in the capital despite the crackdown; on Tuesday three U.S. soldiers were killed by a roadside bomb on the southwestern outskirts of the city.

The Shiite vice president, Adel Abdul-Mahdi, was slightly injured in a blast Monday that killed at least 10 people. And on Sunday, 41 people died when a suicide bomber blew herself up at a mostly Shiite college in eastern Baghdad.

Nevertheless, execution-style killings are clearly down, although U.S. officers caution against concluding that the death squads are out of business permanently.

"We have seen a decrease in the past three weeks - a pretty radical decrease," Lt. Gen. Ray Odierno, the No. 2 U.S. commander in Iraq, told reporters Tuesday.

Americans need to hear and see more about reconstruction in Iraq to fully understand the situation there, the general in charge of Army Corps of Engineers efforts in the Persian Gulf region said today.

"We see successes in the U.S. government's construction program here"¯ every day, Army Brig. Gen. Michael J. Walsh, commander of the Corps of Engineers Gulf Region Division, in Baghdad, said during a news conference there.

He said the U.S. effort is putting in essential services, often in places that never had them.

Auditors: Billions Squandered in Iraq

Updated 12:49 AM ET February 16, 2007

By HOPE YEN

WASHINGTON (AP) - About $10 billion has been squandered by the U.S. government on Iraq reconstruction aid because of contractor overcharges and unsupported expenses, and federal investigators warned Thursday that significantly more taxpayer money is at risk.

The three top auditors overseeing work in Iraq told a House committee their review of $57 billion in Iraq contracts found that Defense and State department officials condoned or allowed repeated work delays, bloated expenses and payments for shoddy work or work never done.

More than one in six dollars charged by U.S. contractors were questionable or unsupported, nearly triple the amount of waste the Government Accountability Office estimated last fall.

"There is no accountability," said David M. Walker, who heads the auditing arm of Congress. "Organizations charged with overseeing contracts are not held accountable. Contractors are not held accountable. The individuals responsible are not held accountable."

"People should be rewarded when they do a good job. But when things don't go right, there have to be consequences," he said.

Also testifying Thursday were Stuart Bowen, the special inspector general for Iraq reconstruction, and William H. Reed, director of the Defense Contract Audit Agency.

The appearance before the House Oversight and Government Reform Committee came as Congress prepares for a showdown with President Bush next month over his budget request of nearly $100 billion for the wars in Iraq and Afghanistan.

So far, the Bush administration has spent more than $350 billion on the Iraq war and reconstruction effort.

The Army, which handles most of the Iraq contracting, said Thursday it had not reviewed the latest contract figures.

"The U.S. Army, along with the Departments of Defense and State, continue to help thousands of Iraqis daily with reconstruction projects to provide them with better lives," said spokeswoman Mary Ann Hodges. "We look forward to examining its findings and applying some of its recommendations in the future."

Senate Democrats said recently cited cases of waste were "outrageous rip-offs of the American taxpayer" and introduced legislation Thursday to stiffen punishment for war profiteers and cut down on cronyism in contracting.

According to their testimony, the investigators:

_Found overpricing and waste in Iraq contracts amounting to $4.9 billion since the Defense Contract Audit Agency began its work in 2003. Some of that money has been recovered. An additional $5.1 billion in expenses were charged without proper documentation.

_Pointed to growing Iraqi sectarian violence as a significant factor behind bloated U.S. contracting bills. Iraqi officials, they said, must begin to take primary responsibility for reconstruction efforts. That is an uncertain goal, given the widespread corruption in Iraq and the local government's inability to fund projects.

_Urged the Pentagon to reconsider its growing reliance on outside contractors in wars and reconstruction efforts. Layers of subcontractors, poor documentation and lack of strong contract management are rampant and promote waste even after the GAO first warned of problems 15 years ago.

Walker complained that GAO investigators have difficulty getting basic detail about reconstruction contracts such as expenses and subcontractors involved because many Pentagon divisions fail to consistently track or fully report them.

"It's absolutely essential if Congress wants to make an informed decision on authorizations and appropriations that we get this information," he said. "We're talking about billions of dollars and thousands of American lives at stake."

Rep. Henry Waxman, D-Calif., the committee chairman, has pledged scores of investigations of fraud, waste and abuse _ with subpoenas if necessary _ on the administration's watch.

Of the $10 billion in overpriced contracts or undocumented costs, more than $2.7 billion were charged by Halliburton Co., the oil-field services company once headed by Vice President Dick Cheney.

Noting that auditors still have $300 billion of Iraq spending to review, Waxman said the total amount of waste, fraud and abuse "could be astronomical."

"It's no wonder that taxpayers all across our country are fed up and demanding that we bring real oversight to the 'anything goes' world of Iraq reconstruction," he said.

Rep. Tom Davis, R-Va., the top Republican on the panel, pointed to ongoing, "systemic" problems in Iraq contracting. "This much is clear: Poor security, an arcane, ill-suited management structure, and frequent management changes have produced a succession of troubled acquisitions," Davis said.

Lately we have heard a lot of untruths and propaganda from both our government and the Iraqi government about the BUSH WAR.

You said Gen.Walsh helps oversee more than $22 billion in U.S. tax dollars. Is that the fund 8 to 10 billion tax dollars is missing and unaccounted for?

The American people don't know what to believe about the BUSH WAR. The one constance belief the majority of Americans have,is the belief to get our troops out of the BUSH WAR now.

So now they're wasting all this time and our tax dollars trying to REVERSE the powers they GAVE HIM. ======

Then we have the FACT that last June the dems were pushing this administration to send in MORE troops. Now they've flip-flopped againg and are fighting against doing just that.

Can't make up their minds what they want....can't get enough dems to agree on what to do now....so they argue amongst themselves and NOTHING is getting done.

The dems just aren't willing to use their ONLY constitutionally grant power to STOP THE WAR. Stop funding it. Nope...they're playing all these games and the public is watching them.

HEY 'WACO'peepa - Another DEMOCRATIC leader/advisor sees that YOUR party ISN'T MAKING ANY PROGRESS.

Panetta dismayed by party's war debate

By Donald Lambro
THE WASHINGTON TIMES
March 2, 2007

A senior Democratic adviser said yesterday he is disappointed and dismayed by the efforts of House and Senate Democrats to change administration policies in Iraq, predicting they would lead to further division and stalemate in Congress on the war.

"If you stand back, the whole debate has been pretty frustrating. The bigger problem is that [Democratic leaders'] proposals are not going anywhere, such as some revised authority for the war," said Leon Panetta, a key Democratic member of the Iraq Study Group whose proposals to stabilize Iraq were largely dismissed by President Bush.

"But those efforts are doomed. Either they are going to be blocked in Congress or vetoed by the president, or both. The end result is that it will make us more divided and impotent on war policy," President Clinton's former White House chief of staff said in an interview with The Washington Times.

Mr. Panetta's blunt complaints about how his party has bungled the war debate underscores a partywide discomfort among many Democrats that their leaders have failed to craft a politically viable compromise that can draw some bipartisan support.

Instead of recent Democratic leadership proposals that would set strict requirements for troop readiness training and deployment, Mr. Panetta wants his party to set performance benchmarks for the Iraqi government, as suggested by the study group.

"The issue shouldn't be about the troops or fighting over what we do there. The issue ought to be over what the Iraqis do. That's where we ought to be focusing our pressure by saying with one voice to the Iraqis, this is what you ought to accomplish.

They said they would implement a whole series of political reforms and have yet to do that," he said.
"Why can't they come up with a proposal to put more pressure on the Iraqis to hold them to these benchmarks," he said.

But other Democratic advisers aren't willing to give up on the possibility that Mr. Bush's troop surge may be able to reduce the violence in Baghdad and stabilize the country.

They think the Democrats should give the administration six months before attempting to impose funding cuts or other sanctions against the war.

"A lot of [the Democrats'] efforts have been pointless," said Michael O'Hanlon, a senior foreign policy analyst at the Brookings Institution who advises Democrats on national security issues.

"So I think, rather than monkeying around [with anti-war legislation], they should wait until the fall and basically say, whether you like Bush's handling of the war or not, at least recognize it is reasonable that it could work and give it six more months," Mr. O'Hanlon said.

That view, though, appears to have little support among Democrats in Congress who have been trying to come up with legislation that can unite anti-war liberals who want to force a pullout and more moderate members who want other alternatives.

Despite the Democrats' midterm election victory, largely because of growing opposition to the war, Mr. O'Hanlon said. "I don't think the American public endorsed a Democratic alternative on Iraq. They became frustrated with Bush on his strategy and wanted that strategy challenged."

The bushits spend years and billions to get us into this horrible mess and you think the Democrats should come up with a solution in minutes ???

The Repugs aren't in a hurry to end this war so why should the Democrats be expected to perform miracles???

Especially since anything they propose will be vetoed by the War President.

Liar_k, So far THE BUSH SURGE has not stopped the violence in BUSH'S IRAQ WAR.

Now the same old republicans are still supporting BUSHY against the will of the American people.

Now the Congress is getting opposition from the same old Republicans to bills that would start bringing our troops home.

We will see lots of very public news about how the same old Republicans are blocking efforts to start bringing our troops home.

The American people are paying attention now LIAR_K. They are watching every move the same old republicans make against bringing our troops home.

They are seeing poorly run Vets hospitals and poor care for our wounded troops from THE BUSH WAR.

Its this simple LIAR_K, unless BUSHY can pull a rabbit out of his hat in his so far failed IRAQ WAR. EX-President BUSH will be in retirement at his ranch living in the disgrace of a failed Presidency.

His retirement will be joined by lots of the same old republicans that supported the failed BUSH WAR.

Below is a few updates from today in THE BUSH IRAQ WAR.

03/02/07 BBC: Bodies of Iraqi policemen 'found'
Iraqi officials say they have found the bodies of 14 policemen who went missing shortly after leaving their base north of the capital, Baghdad. The bodies were found in the Diyala province, close to where the policemen disappeared on Thursday

You'd better read the opinion of your partys advisor. LOL LOL LOL

He's not saying the voters are going to be / are upset with ANYONE other than YOUR PARTY LEADERS who aren't accomplishing ANYTHING.

The war's still going.

And he thinks your leaders actions are those efforts are doomed.

The voters put YOUR party in office to CHANGE THINGS.

The FACT that you have't been able to do ANYTHING other than TALK about it...lol lol

is being written about all over the news. The voters had EXPECTATIONS your party would DO SOMETHING.

And they're IMPOTENT....they can't....they can't even AGREE with one another.

Meanwhile this President continues doing what needs to be done.

"they are doomed.....
your own party leaders are beginning to recognize their FAILURE...limitations.

....keep on going down the path that ISN'T working - you'll THRILL the voters.....get them all ready to admit the dems can't do what they promised they'd do.

Now, if only the dems had had a PLAN the whole world wouldn't have to watch them embarrassing themselves by NOT being able to AGREE on anything that will bring about ending the war.

And the CIC continues on....
