First I need to say that we need to abandon Majority Rules. The concept behind Majority Rules is to bring out the law of averages. Do you want a co-op that is average? "Average" doesn't get noticed, it blends in too well. I'm for minority rules with a certain minimum ( of 3%) votes needed.
Don't get me wrong, we don't need to reinvent the wheel (*see Reverse Auctions), but we need ideas that seperates us from the pack, and I don't believe majority rules can achieve that.

Second, if this is going to be a auction site, then let it be a true auction and start all bids at $1. Sellers will experience some bids going higher, some lower, and it should average out. Yet, look at the attention this site would draw. Who can resist such a site? The FIRST auction site with all $1 start bids. #1 market share in this segment!
Ebay would have nothing on us, they couldn't compete with that. Imitators would follow but mean nothing if we are FIRST. Think about it and let us know.

Not that I disagree with you in genral but here is my take.

Just because an Items starting price is over $1 dont mean its not a real auction.

for one thing you will find many seller are not comfortable starting there items off at a dollars when they might have paid $200 to $1000 for that inventory piece.

Second I believe there is a big move on towards fix buy prices and the combination of auctions and stores and I am hearing more people haveing more and more sucess with buy it now prices and incressing online store sales.

I agreee our auction site should have maybe a .99 starting bid area and maybe a garage sale category but this is not unique its already being used by at least one auction site I know of.

I dont think we are looking Try and start up the Coop with the majority ruleing the Idea is to get everyones thoughts and Idea and help .

Get an over all Idea of what sellers want in an auction site.

intime a group of interested member working on this will put all the pieces togeather and build the coop and auction site.

After that point when the co-op is running there would be a member ship drive registered members would then have a Vote in things the co-op does as far as changes, categorys up grades and things.

The Idea is to put the group togeather right now to help build a coop a group willing to be members now from the start up of the coop

Yes, we simply are evaluating as many opinions as possible before we go forth. It's impossible to run a completely Demacratic ship but it sure helps to let those who have a say get heard.

Should buyers and sellers be credit card verified?

Well, sellers should. If only because the co-op would collect fees via charges against the seller's credit card.

Yeah, yeah, not everyone has a credit card or wants to give up that information. Tough luck, folks. You want the co-op to get in the nasty business of accepting checks and money orders? Another layer of bureauracy and its related costs.

Well, buyers should. If only because most sellers are interested in getting paid as quickly and simply as possible. If only because having a credit card verified before you bid will help to drive some of the obnoxious joy bidders away.

Besides, if the co-op is going to be one person, one vote there must be some means of verifying folks.

Of course, this question of the day is going to generate just so much more discussion without any action.

I wonder what the question of the day will be a month from now? Let me guess...

Should "advertising" features be allowed like bold titles, color titles, and featured auctions? And would you pay a nominal fee for such features?

I noticed from a prior post that you have asked AW if they will allow a question of the day thread on The eBay Outlook.

What's wrong with this thread? You have already turned it into the question of the day.

And why do you continue to push AW on the Co-op topic? You have your own board and everyone interested in the co-op pretty much knows where that board is (or knows to email you).

Is your persistence in posting here nothing more than a tacit admission that you just aren't getting the hordes of interested folks via email or your own board?
