Bypass Paypal and dispute charge with your credit card. In my experience, Paypal will not do anything about sellers that don't send merchandise.
If you pay by US Postal service money order, the seller can be charged with mail fraud if they don't deliver.

I have been using Paypal for over a year now with no real issues, it has been very reliable for me. On the couple of occasions where I had questions I was able to call a real human being at Paypal on the phone and ask them about several things when I was considering a chargeback but the seller eventually came thru. I really appreciate Paypal's level of service. In fact I have found Paypal to be more reliable than my own bank.

It is my feeling you are muddling the issue for the benefit of PayPal. Also, anyone posting here does not have to follow your directions. This is an Auction Watch forum, not PayPal.
The resolution procedures under the FCBA and EFTA have significant advantages over the Buyer Protection program.
That you state the chargeback is available to the consumer, while your TOS simultaneously says use of this option may result in account restriction, is a dubious and questionable business practice.
