I wonder if PayPay is charging a usage fee on this debit card. That can be the only reason I could see that they would offer it. Otherwise they would be losing 1.5% every time you use it.

I had my battery replaced in my laptop today, and it's no longer crashing and overheating. All that fuss over a dead battery.
I upgrade to a Premier account. Then I have to leave the money in there so I can use my debit card to get my 1.5% cash back (on some of the money..remember not ALL your purchases will get your the 1.5%).
So, I get money (which I pay PayPal for), but I can't get that money out because I have to use it to pay my PayPal debit fees so I can get money back.
Uh, huh. Sort of reminds me of those old equity lines of credit where the bank tries to convince you that you are just really "Paying yourself back".

Leg - I think you are misinterpreting 2 of the newly announced changes to Paypal Policy. (my apology for the formatting - I'm too tired to fix it)
PayPal ATM/Debit Card Inactive User Issuance Fee Canceled
Notice Date: June 6, 2001
Effective Date: June 15, 2001
Effective June 15, 2001, there will no longer be a $5 Debit Card Issuance Fee. This fee
only applied to debit cards requested on the website which were not used within 90 days.
Debit cards requested after March 15 are no longer subject to this fee.
PayPal ATM/Debit Card Change in rebate structure
Notice Date: June 6, 2001
Effective Date: June 29, 2001
Effective June 29, 2001, ATM Fees will no longer be rebated when users spend more than
$100 a month with their PayPal ATM/Debit Card. This rebate has been replaced by the
Paypal Preferred Rewards 1.5% cashback program.
What will be disappearing after Mid june is the refunding of up to $3 in ATM fees if you charged $100 or more in a month - so each time you use the Paypal Debit Card like an ATM card you'll get charged a non-refundable $1 fee.

Kind of like how they still promote that you can get $5.00 for signing up, even though you have to turn over your firstborn to get it.
And kind of like how they still promote that they are "Free", but only after you are halfway signed up for the service do you realize that it is only "Free" for paying someone, and not for receiving the payment.
I had a good one happen to me the other day. A person I had been involved in a transaction with about 2 weeks ago accidentally sent me a $60.00 payment for someone else's auction. PayPay of course took out their $1.58 fee. I sent the remainder back to her with a friendly email, and PayPay took out their fee again! With that plan, they are gonna be rich!

I would like to know where you are getting this information that the 1.5% cashback program is being changed - it is not announced on the Policy Board at this time, so please provide a link to your source if you could? Thanks!

Yes, a merchant account is comparable. However, I have a lot more people using paypal than using their credit cards (which I do accept, by the way) - In the course of a year, on a $10 transaction, paypal has gone from free, to 3% to 5.2% - Where will it stop?
Selling a $10 item on Ebay now and having it paid with paypal has gone up from 75 cents to $1.32 - That is really crazy! I don't mind paying for services, I realize that this is a business all around, but the cost of doing business has increased about 80% per transaction in a short period of time.
I've always tried to charge exact shipping, based on what it costs me. Exact rates using priority mail, and close to exact rates when I provide the supplies like bubble envelope. I just don't think it is reasonable anymore to not try to get some of the fees back. Either I will need to charge a $1 handling fee, or I will have to drop paypal. Well, not drop, but drop any mention in my auction, and only accept it if I am pressed to do so.

Ok, I just want to Paypal prefered. I have a question though. I do accept credit cards through my merchant account. I have logos for Master Card, Visa, Amex and Discover - Does that disqualify me for the paypal prefered. I don't show the billpoint logo (I never liked that, plus I had a problem as a buyer, and I found them less than helpful in resolving)
I also use my debit card a lot, including buying stamps and supplies, so I easily spend as much as I have coming in. Guess that makes this a lot less painful, and a $10 purchase which right now costs me 30 cents, will only cost me 37 cents, not 52 cents.
I also do have another way to combat fees - I am a stamp collector, and strange as it may sound, there are some stamps currently being sold by the post office for face value that can be sold USED for almost as much, or sometimes even MORE than the mint copies. Strange but true, if you want to see for yourself, here is a link.

How do I get the stamps back? I include a Self Addressed Stamped Envelope with the items, tell the buyer I am a collector (Which I am, I don't sell these stamps) and I get more than 95% back, sometimes with other stamps as well! I sell collectibles mainly, so it might make it easier, but I even do this with items sold on half.com like books and CD's
Pretty cool.
