How many businesses do you know of that have a public feedback forum?
Everyone hee has made some good points but from what I am seeing there's very little middle ground on this issue.

Bad feedback "may" harm your reputation but where is the violence or other criminal means? I don't think I've heard about a seller being charged with a criminal offense for not leaving feedback when the buyer wants it to be left.

Here is how I do it.
As a seller I leave the buyer feedback when I receive payment.
As a buyer I leave the seller feedback when I receive the item provided the seller has left me feedback.
Maybe there's 1 buyer in 1000 I regret leaving positive feedback for, but there are 999 that I have no regrets about leaving positive feedback for. For me it doesn't make sense to base my feedback practices on 1 buyer when it works so well for 999 other buyers.

This is my guarantee: I don't know if anyone reads it, but I stand by my word.
"I guarantee all my auctions to be as described. Please check pictures carefully before bidding. If you as a buyer aren't satisfied with the item a full refund, including postage, will be made if the item is returned within a reasonable time and it is the same item that is sent. Sometimes an item when described looks a little different in color and that is due to either the digital camera or scanner. This can't be helped. If I offer an item and the buyer thinks it is a fake the money will be refunded if proof is sent to verify that. I will pay the postage. The reason I talk about a fake is that I sell scarfs and as you know there are companies that copy patterns and I am not up on all of them, so that is why I say that.

As a buyer, I leave feedback when I receive the goods and am satisfied with them. I don't care whether or not the seller left me feedback. I don't even check.
As a seller, I leave feedback when the buyer lets me know that he received the goods and is satisfied with them.
While only 1 in 1000 transactions might be bad, I think that it's more important to give the 1 bad one a neg than the 999 good ones positives. After all, I won't cancel a bidders bid because he has little or no feedback, but I will cancel it if he has too many negatives.
Anyway, if the good ones want their positives, all they have to do is let me know they received the goods and are satisfied with them. I don't think that's asking too much.

Oooh, I like the idea of leaving feedback 10 days after delivery confirmation. I have alot of unleft feedback, simply because I advertise that I only leave feedback that is 'like for like'.
This would cut down on alot of 'unfinished business'...

Here is where the Flaw is is to the Feedback fourm.When you go to a store for return,you stand in line and have private resolve.On E-bay it is out in the open,to a point of Slander and somtimes Libeious.How was shipping?Was a Return Offered?was a better deal given.
Yes work it out,A lot of bidders are in La La Land!Sellers sell,some alot.some sell in many diff. catorgies this can make for missing some things!Some bidders dont Know what certin grading terms are if an auction said Very Good that is not like New or Mint.You get a item and are Shocked when it is in fact "Very Good" condition not like New.
E-bay should good for a Reportcard like feedback:
Shipping: slow fast never received
Item Condition: poor good superb
Policy or Resolve: poor good superb
Buyer:
Paid slow fast never received
Attitude
and so on....

I leave feedback when I receive payment from the buyer. Right after I leave the feedback I print out my USPS Priority Mail Label dated with the next business day on it, E-mail the buyer that their payment has been recieved and feedback left. At this time I give them their tracking number and tell them it will go out the next business day. I've had some buyers not leave me feedback, the rest leave me positive feedback except for one NPB who says he sent a check but I have no record of receiving it
