I find DC necessary when my buyers request that I let them know when the item is shipped (which I always do) and to send them the tracking #. I list in my TOS that I use the USPS service. Since they want the tracking # so they can "check on my package" and parcel post and priority mail does not have tracking #'s, I feel that they should pay the .45. I also require it for packages that are shipped to non-confirmed addresses, apt #'s, lot #'s and business addresses. I have had several buyers over the years that say they never received their packages and they want a refund, so when I email them the results of my tracking (via DC) that their package was indeed delivered, they start checking around with their co-workers/neighbors, etc and always find it. They would not bother with this unless I had proof that it had been delivered and would just want "my refund since you didn't get the package to me" attitude.

IMHO, you're not following the rules the seller laid down in the auction. You bid, and then are assuming the buyer will bend to your will. That may seem harsh, but stripped down, that's exactly what you are doing. If there was a question, you should have asked before hand. I agree that the seller could have worded the shipping price/fee terms a little better, but I read it and wasn't confused at all. Pretty clear cut to me.
If I was that seller, and you as a winning bidder decided to make up the terms after the auction has closed, I would send your package the cheapest, slowest way possible to you. I mean, in all fairness, if you aren't going to follow the stated auction terms, why should the seller?
