We usually won't ship to an unconfirmed address, and say so (more than once) in our auctions. We've recently decided to be a bit more flexible when the address is obviously a business address (saves on UPS also ), and/or the buyer's feedback is great, and the amount is less than $150.
It's a royal pain to refund the payment and send an email that explains why we refunded in such a way that the buyer doesn't take it personally. Sometimes they get indignant (as though they would be mellow about getting stiffed out of $1100). The seller referred to in this thread didn't have to say anything about not wanting to get screwed; I soften a similar sentiment by telling buyers that "once burned, I'm now twice shy."
I agree with the thinking about $10 items. I would accept unconfirmed addresses there also; you'll get beat 0.2% of the time, but whatever. On the other hand, for our business, getting beat on $1100 would hurt a lot.
It is interesting to read the comments here, because we're usually told that "I've bought dozens of items, and you're the first person to question my unconfirmed address."
By the way, we don't accept PayPal at all internationally, except for Canada (and for Canada will only ship UPS on amounts > $250 when paid via PayPal).
Regarding whether it's credit card or bank, I don't think it makes a difference in terms of PayPal protection. If you want PayPal Seller Protection, you have to live by their (I think intentionally arcane) rules.
