I'm thinking if he can scan the marks he can do a "custom scan" and increase the DPI to like 300% instead of the normal 150 or 100 percent it will enlarge the Hallmarks enough to be seen. Even if they have to turn the scanner on it's side and cover it with a blanket or something.

If the marks are on the inside rim, how can he scan them?

Go ahead. Edit away. I'm not offended. It bothers me too to scroll back and forth. As for the marks, they are on the outer rim, but very close to one of the handles. Scanning would be impossible, and I don't have a scanner anyway. I'll try again to take a clear picture. But as I say they are teeny. 4 marks alltogether. 2 small heads, similar to 97 in the second link that fluff sent. One is 84. The last is the initials M, A, and what looks like the top part of a Y. In looking at the marks on the piece and on the link from fluff, these don't look like the really old marks from the 1700's. They look like the marks from 1900 area.

Longtime, the glass in this bowl is brilliant cut. That would date it after 1860 or so, up to 1910.
While it is often hard to ID glass from a photo, in this instance the piece if of a quality that is readily appearant.
Listen to the others and send those photos to a pro at a high-end auction house. This piece is museum quality and should be offered by a dealer who has the right audience.
Now, go delete your photos on the first page so we can all see the thread without scrolling.
And keep us updated on your progress. We are all just dying to find out about this piece!

My bet is mark 99 on this site, but I can't be sure
Russian Silver Marks
Could also be a variation of mark 161. Both referenced marks are Artel. I would suspect Moscow. An artel was a cummunity style work shop of artisans.
The famed St. Petersburg artel workshops produced silver wares marketed by Faberge'
I'm so glad you shared this bowl with us. I never knew much about Imperialist Russia and am learning lots as I surf around.
The story of Imperial Russia has always seemed so sad to me.

Here's a website where you may be able to get some help - they seem to know their glass.

longtime.....you need a better photo of the marks. Is your picture the original size of the photo taken? Or did you reduce it in order to post it here? It should have been cropped rather than reduced in size. Do you not have photo editing software?
1) I would take it to a local photo shop and explain to them that you need one good photo of the marks and let them take it since you're not able to do it. Call a local college or something and ask if they have a photo course if you can't afford to take it to a "professional".
2) If you don't research the marks then you will not know what you have. You would be doing this lady a HUGE injustice selling this bowl on Ebay without excellent photos or researching it.
The photo should look more like this (but larger):
