The Christmas templates are not yet available for use, when they are we will post an announcement to the message center saying so.
Sorry, there are no seasonal templates available yet for halloween. We will pass along your post as a suggestion to create some new holiday templates to choose from.
Holiday templates are available in Auction Manager - simply click on the "Create Custom Templates" button as you list your auction (or under My Account -> Site Specifics) and you will see the Holiday selection under Category.
