If our auctions do not make the free listing day, is Auction Watch going to credit our fees?

I have been stuck in processing for over 3 hours. Am not getting answers to my other post. What do we have to do to take advantage of the free listing offer from eBay? Avoid Auction Watch all together?

Please let me know so I can move forward with this.
