Hello Mike,
The first one is nonrefundable, since it was a relist of item 1067651172.
When you choose to relist an item that was a relisted item itself, it will not qualify for
credit at eBay.
When researching I can check the details to see what the system does, but to know for sure which items are relists and which are not you would need to look at your eBay invoice. (if you feel the system note next to your item as being refundable or not is incorrect)
Your invoice at eBay will show you if an item is a new listing fee, or a listing fee where you are relisting item xxxxxx.
