I checked the error message coming back from Yahoo, and it appears they just want to verify your email or billing address. Go to Yahoo.com directly and attempt to create a test listing. After you select a category, they should pop up a window asking for this information. Once you complete this request, you should be able to list your items to Yahoo without running into this error.
