Hello Davebraun,
Items created before the new shipping and checkout format was released still show all shipping choices for all buyers, as they did before.
Once you edit them and enter specific international shipping choices, international buyers will no longer be able to select US carriers. Editing is easy if you have set International carriers in preferences: the values are pre-filled in the page, thus you only need to double check and perhaps adjust for specific items.

All I wish is to force International buyers to contact me for rates as my rates vary by country. How do I do it.

I DON'T THINK VENDIO HAS GOTTEN THE POINT THAT THE NEW INTERNATIONAL SHIPPING FEATURE IS USELESS. I can not specify shipping charges internationally if I don't first know what country the package is going to. IF THEY HAVEN'T FIGURED IT OUT YET, SHIPPING IS DIFFERNET TO EVERY COUNTRY!!!!!!!! If I specify shipping rates for international buyers then 90 percent of them will either be over or undercharged. The new system is useless without the calculated shipping that is still to come. Once the calculated shipping for international shipping arrives all will be well, but until then, I would suggest doing your international shipping just like you did before the new system launch. It's still a pain in the butt for me as well, I have to sit by the computer and wait for the auction to end, race to ebay and see what country they are from, race back to vendio and edit shipping charges to reflect the actual shipping to that country. Pain in the neck, but it's the only procedure I have found that works for me. Vendio even had the nerve to tell me that I should just set the shipping rates for international buyers to something like $1,000 and that would force them to contact me for the shipping charges. Well that might work if the $1,000 didn't scare them away from the auction in the first place. What would you do if you saw someone was charging $1,000 for shipping oversea's when the shipping should be five or six dollars. I know what I would do, not bid, so therefore that's not a option. It does really suck haveing to sit by the computer for every auction to end for fear a international buyer will win.

Mike, I've been doing the same. I have a statement in my checkout which nobody reads askind overseas buyers to contact me all I want is when a buyers is int'l that a message pops up asking them to contact me. Usually it's $5.00 or $9.00 to Europe or Asia (Global Priority) but there are some countries that Global does not service.
