Hello Laura,
I see that your examples were all from 11/21, on a day when there were unusually high ebay API latency issues. At times, we do not receive the notification through eBay's API that tells our system that an item has closed. In these cases, the WBN is not always triggered to automatically send. We apologize for the inconvenience this may have caused.

Hello,
If you have Checkout Redirect or PayPal Immediate Payment enabled, we will hold on sending a WBN to your customer for 30 minutes. This will allow them time to use the Checkout in the listing without confusing them with an additional method to checkout (if they do checkout from the listing, no WBN will be sent.) If your customer does not checkout from the listing within 30 minutes, a WBN will be sent out.
