I recently purchased 18 Pokemon card booster packs from Ippy's in New Jersey through ebay. They looked sort of funny and felt sort of funny. When I opened them there were no holofoils in any packs. The odds are 1 in 3 will have a holofoil. The seller refused to give me a refund and finally settled on sending me 6 holofoils. He admitted that I was not the first one to complain about these and that he knew they were bad. Is there any way to force this guy to give me a refund? The total was only $51 so I was told no agency would take my fraud claim. ebay doesn't have any place to report fraud for that small amount. Any info would be appreciated.

Well I would say if your only problem was the lack of holofoils
and the seller set you six .
Why would you want to pursue this further. there are means to attemp to get your your money but the attemp will in the end most likely cost you more then the $51 you paid.
THe fact that the seller knew the pacts were bad and you wrent the only one to complain he should have listed these as being that way .
his bad but I find when your listing 50 or 100 items it is very easy to over look some details on things .
if theswe packs were tampered with the word of this seller is now out
and others will know and Im sure the seller if they did the tampering knows hes been found out
give them a poor rateing with the reason .
