I was a new seller and too trusting and naive.Isn't there any way I can track down the bidder and have local law enforcement take care of it?

I would look at PayPal more closely. They took the credit card and paid you. PayPal should be losing out...not you.
PayPal is responsible for making sure the card was acceptable....what are you paying them for?
As a brick and mortar retailer, I hate credit cards because the consumer has all the power...that is why I would never take an American Express because they do chargebacks for any reason.
I am in the bridal and special occasion industry....one event clothing...people would love to wear and then return. I have a huge contract to prevent that.
Bad checks are legal to..no one really gets prosectued...
Money orders are the safest but even they can be forged. You have to make sure they clear too...
Being in business is risky, you just have to accept that.

Paypal covered themselves in their Terms Of Service, making it the sellers responsibility not to send to an unconfirned address.Ok,I can understand that. But,listen to this! I contacted the guy whose paypal account was used to pay me(by the fraudulent buyer)and he told me that he got an email from paypal on 09/15/01 stating that his primary email account was changed and that if he didn't authorize it he should contact paypal immediately. So he did so immediately(I saw the email he sent tham)and told them that he didn't change it and that obviously someone gained access to his account.I got paid through paypal on the 16th and shipped on the 21th,so paypal knew before I got paid that someone gained access to that account, but couldn't care less BECAUSE THEY KNOW THAT THEY ARE COVERED!!!!THEY SUCK!!

If it's in the USA, you have some chance of getting local law enforcement involved, but in your story, the bad guy never got your merchandise.
Sending merchandise to a foreign country paid online by a credit card from within the USA has a near 100% chance of being fraud. This kind of story is why PayPal has rules about such things. The verification is there for your protection, and it works.

you will not get that shipping money back from the buyer or paypal.
have you tried talking to the shipper?do you think they will give you a break?may be reduce the charge??
what are you selling, for a newbie,it sounds like a lot of money involved.
better do your homework first before selling big ticket items in cyberspace.
russia,nigeria,romania,indonesia are all bad news.
hind sight offered- i know we are supposed to ship no later than 2 days after charge goes thru, but given destination russia and shipping is a lot ,drag your feet and make a few phone calls,to this guy in az and ask why russia??
also shipping company can offer insight into some foreign destinations also.so can banks
