I've search everywhere to find to place to register as a power seller - eBay's "help" doesn't.
All I've found is the FAQ and after mentioning about having problems with registering on the website - it doesn't bother to show you where you can register as a Power Seller:

So you don't request to be one? Does that mean you automatically get listed as a power seller if you fall within certain guidelines?

I thought that I saw someone say that you would get an invitation...but I am only a pion seller still waiting for my blue/teal star.

this is very contrdictory since just yesterday there was a post here about this subject.
going pro or some title like this where one was talking about paying to go pro it was mentioned that the rule were you needed a min of 100 postive feed back and $2000 but it was also said its not worth it since for the most part all they provide is a power sell graphic that most feel is to big and a waist of space.
I dont really know what the plan for powersellers is but this indeed was on this board yeterday

I have been a powerseller for over a year. I don't flaunt it, but do use the logo at the bottom of my listings. I personally don't think it can hurt anything and could possibly help. Of course there are different opinions on this subject. I've got it and proudly use it.
There is several little bells and whistles if you are a powerseller, most of which are of little or no consequence.
The one item I like very much is the email support that you receive.
Dedicated Support Hotline 24 Hours a Day/7 Days a Week: Telephone support designed to fit your schedule
Instead of sending an email to safeharbor I send it to powersellers and usually have a response within one hour. If you send an email to safeharbor you may wait several days before getting a response.
This can be frustrating if you have something you want an answer to fairly fast. Also I have found that most of the replies are from a real live person instead of a canned response.
The second thing I like about being a powerseller is the fact that by being one it means I am making money, which is the name of the game.
It's not worth the effort! The web page will tell you that you do not qualify and tell you to email if you think that you do.
I have attempted to qualify for several months now with no success. We have the feedback and the volume to qualify. I have even emailed Ebay 3 times asking them why we don't qualify. They just make excuses about being backed up and that it could take up to three months to get your invitation.
