Actually there is two questions.
1) What is the policy of eBay auction starting price -vs- one's website price on an item? Is the eBay price suppose to be higher than the website or lower or the same?
2) Can one have a clickable link to one's website? I have seen some auctions with unclickable information leading the viewer to the wwwdotcom site. Is it ok to have unclickable advertising for the website?

Reading 1 and 2 together, and rewriting it to say what you can (rather than can't) do, it says that:
You can link to another site that offers different items for sale, or offers the same items for sale at a higher price, as long as the link itself doesn't say that you have items for sale or that the site offers items for sale.

Confusement is intentional on eBay's part. They basically want you to buy everything through them or their other comapanies like half.com.

Some of the confusion is because ebay has changed their policies regarding acceptable links in the past year.
As to #1, your starting price on ebay should be lower than your selling price on your website.
As to #2, ebay use to "encourage" clickable links to your website...then it became obvious they were possibly losing fees as people starting buying direct rather than risk a bidding war. Now, they have changed the language to make it such that it should be an "informative" site rather than encouraging a selling site.
For this reason, I finally dropped ANY reference to my site, just because it was easier than keeping up w/the latest ebay policy on what is or isn't acceptable to them.
If I want to mention my website, I do it in my EOA or other auction related correspondence.
