I paid with paypal for an item on 9/30.
Seller had stated item would be shipped within 48 hours of receiving payment.
On October 10, I emailed her asking if item was sent. She responded that she waited for other auctions to pay so she wouldn't have to make a lot of trips to post office. She also stated item would shipped next day via priority mail.
I still have not received anything. When my bidders pay with paypal, I ship within 48 hours even if I only have a few packages. Priority mail usually arrives cross country within a few days.
The item was a pair of ice skates. I just hope to receive them before my daughter outgrows them.

Tell this seller to get off her duff and ship the item. If she has 5 deadbeats will everyone have to wait for them not to pay also? You're quickly approaching the 3 week period now. She could have gone to the post office once a week and still have been reasonable.
I'm dealing with one of those kinds of sellers now. I paid the seller with bidpay within 2 hours after an auction and she acknowledged that bidpay had sent her the payment email.
Five days later I hadn't heard anything from her about the item and she told me she waits for the actual bidpay/western union money order to arrive before she ships. Annoying but fine. About 8 hours later she sends me an email telling me the item had already been shipped.
She lives in the next state so I ask when the item shipped because I hadn't received anything. She ignors the shipping date question and emails me that she has to check her records to see when she received the payment from bidpay.
She then emails once more 2 days later telling me that I should have received the shipment (still ignoring the question as to when it was shipped) and that she was shipping another out that day.
4 more days pass with no receipt of the item. I email her and ask, once again, for the shipment dates of the two separate items. No response.
This person has an excellent feedback record so I'm cautious of getting cranky with her but this is getting out of hand. Three weeks have passed.

What IS the unspoken guideline of when a package should be mailed? (Considering, of course, there is nothing in the TOS.)
I normally am in no rush to get my packages. But as a seller, I always mail either same day (my PO is open until 10 M-F) or the next day. Maybe it's because I want this stuff out of my house. Or maybe I am just a really good seller. LOL.
But SO many times I pay for an item and get an email back saying "Thanks for your payment, I will mail your item ______ (next Thursday, a month from Monday, the second Tuesday of next week, etc)". Like I said, this doesn't bother me in the least, unless I am really on a deadline.
I just wondered when you all mail packages. I would feel terribly guilty having someone's package in my house 4 days after I received their money.
Now that I've rambled uncontrollably...
I would email the seller again and remind her when the auction ended. I think you are well within your rights to expect to have received your skates by now

I just sent her an email requesting a refund. I have had to rent skates for 2 weeks now and my daughter dislikes the rental skates.
This seller has initially promised to ship within 48 hours, and I reminded her of that.
She has all positives with a feedback of just over 100. She does seem to have many auctions--maybe the other bidders just don't bother to post how slow she is.
I have an opportunity to purchase some like new skates from another mom, so that's what I will do. I may be out the money from this deadbeat seller. This will be a good opportunity to see if Paypal buyer protection works....

Me, lucky enough to have two post offices just about within *walking* distance; Money order, cashier's check, paypal et al or cash gets next day shipping; even if I have to take just one package and stop at the mall for a coffee.. check payers get an email stating I got it, will ship XX/XX/2000, same rules apply. A promise in an item descript is a promise; she says she ships within 48 hours, you had better have it within 7-10 days, TOPS! Have had a couple of mess ups (couple outta 2000 not too shabby..) and paid out of pocket to send items via priority so they still get what they paid for timely.

I try to stay ahead of the packing, so I can send things out usually the day I receive payment. I also almost never hold checks, so this works for me. If it's not out of the house within 48 hours, I begin to stew. Today, I actually called my husband to come home a little early from work so HE could take a stack of packages to the P.O. because I'm trying to beat a deadline in my other business.
If someone has taken a good long time about getting payment to me, I'm a little less rigorous about racing to the P.O. with that package. But still...after 48 hours, I'm feeling uncomfortable if I haven't mailed it.
