I assume that when one relists from auction watch, Ebay credits them if they sell the item on the second time around - correct? How long does one have before you have to relist the item? is there a time limit?

I'm quite sure that the first answer is "yes."

As to the second, there is no timeframe that you have to wait, but you have to relist an item within 30 days.

Answers are yes & no.

I think the real trick for re-lists is to take a hard look at your auction & try to figure out what you could possibly do better -- can you reword the title to make it more attractive to a bidder, or so it will show up in searches more (i.e. you are selling a pair of ashtrays, but your title might better say GREAT ASHTRAY PAIR than PAIR OF GREAT ASHTRAYS, as "ashtray" will likely get far more search hits).

Often there also might be a much better or more accurate category than the 1st one you chose.

If your photos weren't very good, maybe add new ones.

I have often had far better success 2nd time around than I ever expected the 1st time, just by fine tuning the listing.
