What part of eBay? eBay's Power Search page, the usual eBay's "Seller's Other Auctions" page, or a seller-provided link within a seller's own part of the auction?
I've never heard of something like that happening, but as to web-errors.com, I did a whois lookup on samspade.org and found it belongs to Akamai Technologies.
So I went to the main www.akamai.com and found the following (over-powerspeakese) mission statement.
"Akamai Technologies enables businesses to prosper in a competitive Web-centric marketplace by providing solutions that optimize Web site performance, deliver broadcast-caliber streaming media, and provide interactive application services."
If you look at www.abcnews.com, many of the little arrows and other iconic images on the front page (and probably others) originate from Akamai.
I suppose Akamai saves some companies the need to hire graphic artists to make up all sorts of little images and stuff. I think they have other portions to their business, but am not familiar with them.
However, checking under their "Services" is a "Global Traffic Management" system, which uses "real-time tracking of Internet conditions to direct Web site requests in such a way that users reach your site on the first try, regardless of Internet congestion, server failures, or other unexpected roadblocks" (quoted statement is from their website).
Perhaps web-errors.com has something to do with this. A routing failed, timed-out, and issued a message in hopes you'd follow it. This is purely a guess on my part.
As to the button.... Personally, I wouldn't hit a button whose purpose isn't adequately clear from context or same-page description, and would not email the company in question (I don't care to surrender my email address to just anyone, especially not for unclear purposes).

What's being done in the name of direct marketing nowadays is crazy.
