My country, the XXXXXXXXXX, has started to deteriorate rapidly and grimly at an alarming rate due to the many problems that have come up in the recent past. You may have seen an article in the papers or glimpsed a news item on TV about what has been going on here.
As a result of the rash of current numerous, chaotic, political troubles that have been plaguing the country, starting with the Civil War in the Southern island of XXXXXXX where the XXXXXXXX and XXXXX tourists were kidnapped from XXXXXXX, to how the situation has now escalated to the latest and biggest legal battle of our President who is being widely accused of accepting gambling money, payola, and diversion-of-funds money, among many other corrupt and sinister acts, have all affected our economy greatly and extremely negatively.
As a result of all these it has become increasingly difficult to acquire US Dollars here in the XXXXXXXXX. The exchange rate of the XXXXXXXX XXXX against the US Dollar has reached a HISTORICAL HIGH since 1946. When as recent as last month the exchange was hovering around Forty[40]XXXX to One Dollar now, in a flash, it's almost 50 XXXXs to One dollar. And now the Central Bank of the XXXXXXXXX has started to regulate the sale of US Dollars.
Consequently I am going to have a very difficult time paying these winning bids. But please let me make it crystal clear - I STILL INTEND TO PAY. As I write this I don't know how long it will take for me to be able to acquire the dollars, let alone where to buy from, to send to Paypal or the other secure pay sites.
I am writing this to make you aware of the situation the country has found itself in unexpectedly, and I am in the midst of all this.
I now ask for your understanding, patience, and forbearance because I would like to believe that we, the XXXXXXXs, will survive this as we have many other crises in the past.
The question is how long and at what cost.

Well he says right there he is having a hard time paying, but insists he paid, this is the THIRD letter like this I've recieved from him, since I wrote him just a day or 2 ago on a $5. item.
There is no record in paypal for this.
AND on the feedback issue he has in this letter, I checked and he is all positive (10) but has left NO feedback at all.

Nooooooooooo....but he's certainly very creative. Has he continued to bid? If so, I'd file a NPB and FVF and neg him. If he's stopped bidding, given all this political turmoil, I'd email him that you're cancelling the transaction and relisting the item, but it won't reflect negatively on his record as you're telling Ebay it's a mutual agreement. Then I'd leave a neutral stating that political unrest in his native country led to cancellation of the transaction.

Shelly - The first part of that email seems very familiar, I think I had that buyer. They first wanted BillPoint then said they paid by PayPal (took em 3 tries to get that right). And had the stuff shipped to an address is California. If you want to email me my address is [email protected]

pickersangel-well now that I look at it, it looks like he's trying to maybe solicit charity, by not paying for the items, because of the turmoil in his country?
Yes he is currently bidding, looked again, he has 5 unique fb, 10 altogether, positive, with 5 bid retractions.

He does, if you look at the email, say that he needs all the positive feedback he can get because 'ebay is watching him'????
