Does customs and insurance value have to be the same?
Also I am sending a pacakge out international express mail, anything I have to note? I put the package in the express mail envelope, am going to the post office with it tomorrow...

I don't know about the insurance value, but the customs value on items shipped to Canada should be the auction price paid by the buyer (excluding shipping).
This was a letter I received from Canada customs last spring:
Canada Customs and Revenue Agency is currently in possesssion of a mail item addressed to you containing the following: {one line description of item}.
Please provide us with an invoice. If E-Bay auction purchase, please forward Final Bid Sheet, Bid Number, Copy of Money Order, listing the contents and value. The mail item will be processed upon receipt of the information. If you fail to comply with this request within 30 days of the date of this letter, your mail item will be processed in accordance with Canada Post Corporation's regulations governing unclaimed mail.

The custom value has to be the purchase price. You can insure the package for any amount up to the purchase price. The USPS will pay a claim based on the lower of the two figures. International Express Mail includes $500 insurance.
FYI: UPS will only reimburse for your "cost" to replace the item, not the full sale price.

One "red flag" that you may want to avoid is choosing a value for insurance that is significantly higher than your customs value, since this might look like you are trying to cheat the customs agency. Not saying this can't happen, depending on how one interprets "value", but I know what I would think if I were a customs inspector.
