I was reading the new PayPal TOU tonight and it seems to have two different versions which are changing before my eyes. You may want to keep your eye on the page.
Please look at the section under the BUYER PROTECTION POLICY.
I did not sign up with PayPal and cannot logon but this version was posted tonight at another eBay Forum. If you logon and click on POLICY CHANGES on the left:

(You are not required, however, to have been Verified at the time the payment in question was made or when you logged the initial Fraud Report with PayPal.)

Does anyone see a problem here concerning the buyer's protection or LACK of protection? Who is going to use PayPal for a purchase once their six month $500 credit card limit is used up? The most protection they can hope for without their normal credit card protection is $400, IF they file a claim through eBay's insurance and IF the seller is verified. How do they know if the seller is verified before they bid? BTW, how do you like the way PayPal tells the customer NOT to pay a seller if they aren't verified?
Also, what about the buyer's protection for non-eBay purchases? Their doesn't seem to be any. Who's running this company?

I am (by choice!) unverified. I have stopped mentioning PP in my auctions, but still have an account. The last time I requested a check, on Oct. 07, it came with no problem.
I just went to the site to request that the funds I have there be sent to me (by check). Added at the top of the page where I fill in the amount I want is this, in red:
"Users who are not verified may only request a check to billing addresses. Please register a bank account and request an electronic funds transfer or register a credit card with your account. You may also contact customer service at [email protected] if you do not want to add a bank account or credit card to your account."
This might make sense if I were requesting the money sent to a new address, but it is the same address they have BEEN sending my checks to.
If the purpose of this is to make me close my account, they have succeeded. Just wonder what they think they are going to do with MY money if I won't jump through their hoops?

Kudzurose,What exactly do they mean by billing address? You mean they will not send a check to the same address they have been sending to for months? I thought they had to give notice to make changes like this?

Just went to the site to check and it still says it will send a check to my home address.

I emailed the address ([email protected]) and got a canned reply - they say they now require some "proof" of my address, such as a credit card no. billed to the address, a utility bill with my name on it, at this address, etc.
This is the exact address they have been sending my checks to - no change whatsoever. There have been no problems with my account, on my part or anyone paying me.
I was NOT notified of this change. The email I got back said "effective Oct. 31, PayPal will require . . . ." and describes the proof of the "billing" address they want. It is written as if Oct. 31 hasn't arrived yet.

rawbunzel - forgot to mention - I did not find the new "statement" until I got to the page to fill in the amount I wanted to withdraw.
If you are not verified, go through the first few steps to ask for a check, and see what happens.

Kudzurose, I am not verified but they do have my charge card number as I have used it to make payments. I wonder if that could be why I did not see the message? [still can't figure out how I can be unverified when they have my credit card number!]

When I signed up for Yahoo PayDirect, I was not required to "verify." Nor was I required to verify in order to have funds sent TO my credit card or bank account.
The only verification required by Yahoo is when funds are to be moved FROM my bank account TO my Yahoo account.
I suspect the same goes for Paypal. They want the ability to remove funds from anyone's bank account. Only they won't admit it. Paypal lies.
