I don't know much about GI Joes, but eBay is generally the place where I find the good stuff.
I used this search:
("gi joe","g.i. joe","g.i.joe" ),(rcmp,mountie)
and came up with a few matches, looking in both the current and completed auctions. (Sometimes you can find items in the completed auctions that have not gotten any bids or have not met their reserve prices.)

You should check Militaria Collectibles Auction Haus at: http://www.militaria-collectibles.com They have the 12 inch Military Figures in their Retail Sales Catalog.
