I have several buyers that have paid using Paypal. The problem is that paypal is down for many people including me. I have received the email conformation regarding thier payment, but I can't verify it using Paypal. The question, would you send the merchandise in this situation?

Only if they have sparkling feedback and you feel you can trust them--but that is taking a risk. If you are not a risk taker, don't do it.

No. I would not send an item until the payment for it has been, in the words of PayPal, "verified".

Two things to never trust...a buyer who has said they have paid (unless I have a cleared check in my bank account) and Paypal. This question combines both, do definitely NO.

You might try getting into www.x.com early in the morning. That has been working for me lately. I don't ship until I see the confirmation in my Paypal account.

Even with PayPal up there can be problems. One of my buyers forwarded her PayPal receipt to me as proof of payment. Turned out she had indeed made payment but had made it to the wrong seller by inadvertantly mispelling my account name by one letter.

In general, I'd wait until I could verify the funds in my account.
Re: the email sent saying funds are there/you've been paid. If you use Netscape, open the email, click View/Headers/All, and that will let you see exactly where the email came from. If the buyer has a great feedback profile, and you're comfortable the email originated from PayPal, you might want to send the item.
Or you could call PayPal to verify funds.
Otherwise you could send an apologetic email to the buyer, tell them you can't get into your account, and will ship once funds are verified.

Anyone using Paypal is already a risk taker. If you are ready to trust Paypal, why not just trust the email that says the money's there?
Folks who are ready to trust any "service" that pays them a few bucks to sign up or promise them it's free, are playing with fire.

If you log into Paypal you can click HISTORY and it will show the payment there----it is just the IN box by itself that is not coming up.

No, not unless it was a previous customer who had a good record with me. I waited all day until I could actually access PayPal this afternoon, before sending out my "payment received" emails and srapping the packages.
I also wouldn't send an item without having received a check or money order, unless it was a very special circumstance (probably also involving a repeat customer).
I don't, however, hold small checks until they clear (and I've never had a really big one to worry about).

Normally I wouldn't send anything until I had checked PayPal. Of course, my first exception was this morning. But I had a package of two dresses all ready to go to a buyer and she bought another dress last night. So I just put it in with the others and sent it off. I got the PayPal email this evening.
