I have read the PayPal User Agreement again this morning. Maybe it is early, but I cannot find anything where it states that a seller cannot pass along the 30 cents (or so) charge for Premier Accounts to the buyer. Could someone point me in the right direction?
For my next question, has it been definitively determined that the passing along of convenience fees with PayPal is against the eBay user agreement?

According to the pinkies in their message boards, it is against Ebay policy to pass surcharges on to your buyers.
HOWEVER that being said, it IS allowed to give discounts to those who, for example, send checks or money orders.
