This morning I went to PayPal a payment to a seller and was shocked to find that PayPal no longer will let the seller send to my HOME address!
My Visa billing address is _different_ from my HOME address, on purpose and for a good reason. I use my work Visa card for billing, but CANNOT have personal items shipped to that address. I do not feel comfortable giving PayPal my personal Visa number since I have had problems in the past with cyber-companies compromising my Visa number(s) (e.g., the CD-Universe fiasco). I do not want to go through that mess again.
With this new arrangement, PayPal becomes totally USELESS to me, even tho' I am "verified" w/ them via bank account.
Does anyone else know what this is about, or how to deal w/ it?

This restriction should only apply to credit card payments due to charge back problems and fraudulent cards. If you fund from bank account or existing balance, you should be able to ask the seller to ship to your home with an explanation.

I just checked this...
I have about a $100 balance and it will only let me specify my CC billing address for a $5 payment. It gives you the opportunity to change your credit card billing address, but not your actual "ship to" address....
I'm verified and I have a credit card on file...
What happened to "Verified users can specify any shipping address"
If I write a check or pay with my PayPal balance, why does it have to go to my credit card billing address? This is insane... I guess I'll stop making any PayPal payments whatsoever since I can't have things shipped to the address that I require...
