I shipped a music CD to a winning bidder on Nov. 29 but it still has not arrived as of Dec. 11.
Should I allow more time before putting a tracer on it?
Will putting a tracer on it help, or should I go ahead and refund my buyer's money?

First class IS THE SAME AIRMAIL shipping method that Priority Mail is, so will take about the same amount of time. Your package may be lost (or stolen---by postal employees or mailbox thieves), but isn't considered "lost" by the USPS until 30 days after mailing (at which time you can file an insurance claim, if you insured it).
Tracing it is useless, unless you had delivery confirmation on it (which can be tracked).
*Whether* to refund and *when* to refund depends upon your auction selling terms and your insurer's regulations, but you should be aware that the package may turn up in the next couple weeks, so your buyer could get his purchase AND his money back.

I've had a Priority Mail package arrive after 3 weeks because the shipper used the wrong zip code. I always cut and paste the address from a buyers email to print my shipping label so there is no possibility for error.

Granee is right when she said the PO won't do anything until 30 days has passed, but she's wrong when she said "tracing it is useless".
Fill out PS Form 1510 Mail Loss/Rifling Report to trace regular mail. Several times I've had the trace "find" my mail. It's possible the recipient really did receive the package and was trying to cheat me, but didn't have the guts to sign an official form stating that he didn't receive it. Or, it could have been sitting in the corner of a post office.
I think the form probably scares the cheaters more than it actually finds a misplaced parcel. Occasionally, just saying, "I'll have the PO start a trace on it Monday." seems to cause packages to be delivered on Saturday. But, you have nothing to lose by filling out the form other than a few minutes of your time.

bkmunroe---can you use that form for any mail--whether it had confirmation or insurance??? And I as the sender can initiate the trace??

I shipped a CD first class from Pennsylvania to Colorado on Friday and my bidder received it on Monday.
I have found shipping any day of the week by first class the same as priority which is approximately 2-3 days. But when I ship on Fridays, even books by fourth class, the items seem to reach my bidders faster!

Almost. It's handled and delivered the same, but it's an entirely different class of mail with separate rate schedules. You can't ship anything that's over 13 oz. by first class. The choices then are limited to priority or parcel or special (book rate and that).

This week things seem to be running slow...
I'm in Ohio. Customer is in Texas. She mailed payment DEC 2nd(postmarked) I received it yesterday the 11th.
California to Ohio payment mailed Dec 6th - REceived today the 12th. Usually I get 1st Class mail from California in 3 days max.
Another envelope mailed 3 counties away took 4 days to get to me.
Now looking at it...Ohio mail service is probably to blame.

The first class rate schedule ends at 13 oz because priority is considered the same service.

No, first class mail is what you send letters with, and it's been in place since Ben Franklin flew kites. It is NOT the same as priority and if it were you'd pay $3.20 (soon $3.85) to send a letter.

I used to ship Christmas gifts with UPS and it'd take 3 weeks- late for Christmas. I never use UPS anymore. USPS never does worse than seven days.

Yes, and priority is defined as first class equivalent service for packages.
