I have this situation. The auction was completed on Nov 24th. That is about 3 weeks ago. First the WB contacted me that he is going away and will deal with it in a week. OK. Week later I contact him to complete. No problem, send him a bill form PayPal. No response. I sent reminder. No response. Reminder again. No response. Just yesterday I posted NPB allert, figuring that it's not going nowhere. I check my competition (exactly the same item) and see my WB there bidding. I sent him a nasty letter reminding him his obligations to me first.

I would NOT have sent him a nasty letter.
I might have VERY POLITELY let him know that I was aware that he was bidding on another identical item; he may not even realize how easily you can determine that, and if he is told, he might not try that in the future.
I would leave a negative FB, very calm and factual, indicating that he never paid while bidding on the identical item.
I think all emails to bidders should be as polite and cordial as possible; things can dereriorate rapidly when communication becomes less-than-friendly.

Sure, you've had fun venting, but you've also wasted your time and profit sending FIVE emails to somebody who clearly is never going to pay. How long did it take you to do all that? How much do you "pay" yourself an hour? Now how much $ did you just throw away?
Send EOA, reminder, NPB, then relist the item. Maybe your business is different, but time=money to me, and I like to keep my profit margin as high as possible.
