Well- it happened to me.
In AUGUST, I shipped a $300 item to a buyer. He received it, acknowledged same via email, and left positive feedback.
Last week, 4 months later, PayPal emails me telling me that buyer has complained that item never arrived. Demanded proof that item arrived within 3 days, or they would restrict my account.
I immediately emailed them, explaining that it was shipped and received, and attached email from buyer acknowledging receipt, with full headers. Also attached positive feedback left by buyer. Also called buyer, and he acknowledged that this was his error (it was another item from another seller that never arrived, not mine)- and he wrote to PayPal explaining that this was his error. He cc'd me the correspondence to me.
I received no direct reply from PayPal to my response.
Instead, this morning they restrict my account, saying I didn't prove that I shipped the package.
ARGGH!
I've emailed them the proof- again- this morning, including the email from the buyer to paypal explaining his error.
I emailed you the information just over an hour ago- including the email with headers from the buyer, acknowledging receipt.
I've talked to him on the phone this morning, and he has called PayPal once last week in an attempt to undo his unfounded complaint- apparently without success. He tried again this morning.

I don't blame you, but you are so innocent the buyer is doing all this, if the buyer doesn't insist paypal doesn't continue with any process until the interested person keeps insisting from one way or another. ...OK ...OK
Example: From every 20 programs I send at least 1 is going to be stolen or disappears during its trip to the buyer, BUT also, at least 1 person will claim of not receiving anything, ...how do I know that they are lying? Because they use words that are very common for these kind of people, it's like signature, it's like a finger prints for these kind of people, I can instantly detect a liar, and when I detect them, I tell them this:
You haven't received, right? No problem, please just let me know your name, address and ID so I can check my records, then please give me a couple days, what I'm going to do is contact the USPS investigation team in your area for an immediate tracking so they can determine where exactly it disappeared, because this is considered a mail fraud and I will not tolerate that. BUT before I continue please consult members of your family because giving false testimony is also considered mail fraud with up to 7 years in prison and/or plus fines, and that's between the USPS Police and the person in question NOT the sender (seller), please email me back with this info so I can continue..
Once I say that, the typical lied usually says this: Wow It arrived yesterday but didn't remember, some say it just arrived today, they say so many lies, but at the end all them say the same thing, and it's: "IT ARRIVED TODAY" ...Today? ...After 3 to 4 weeks it just arrived today? ...Wow what a causality ...Give me a break. ...And Other liars never contact me again, they even leave me positive feedback in matter of hours saying: item arrived in perfect condition, item arrived exactly as I expected, etc. SO BE CAREFULLY, BE SMART AND RUDE OR THESE PERSONS WILL KEEP HARASSING YOU ALL THE TIMES, THEY WILL EVEN USE OTHER NAMES AND WILL MAKE SEND TWICE FOR EVERY ITEM THEY BUY. I have learned my lesson.
But the real person who never received usually says with any doubt, please continue with the process and if you like take more than 2 days, but I want my item(s). When a person tells me that I immediately send another copy without waiting anything, you can immediately know that he is not afraid, ...why? ...Because he's not lying.
BUT THIS PERSON didn't make any mistake of seller(s) he/she just though that you couldn't keep any records for 4 months so he tried to take advantage.
I'm a very very nice person and extremely responsible, BUT when my reputation is jeopardy I immediately send the person an email saying that I will take immediately legal action if I'm involved in any time of game or confusion and if my reputation and/or my clean record is affected. You have to be rude and firm, these persons are not making any mistake they can make a mistake with your email address, BUT not with your name, address, paypal account # or name PLUS an auction number, and if it's a mistake they should be totally responsible for involving you in this trouble that you are now. Keep in mind that you are not the only person who sale these types of stuff, like you are hundreds probably thousands and they will do anything to damage your bidness.
I HAVE BEEN THROUGH ALL THESE KIND OF PROBLEMS, NOW WHEN I SEE THE FIRST SING OF TROUBLE I IMMEDIATELY SEND A LETTER TO THE OTHER PERSON EXPLAINING THEM EVERYTHING THAT I WILL DO IF I'M INVOLVED IN ANY TYPE OF PROBLEM OR INCONVENIENCE THAT CAN INTERFERE WITH MY BUSINESS ACTIVITIES. Many of you will say, ...yes but you don't have to be rude ...my answer is yes, you have to be, because these persons are your competitors or persons that will try to take advantage from you NO MATTER WHAT. NOW I'm free of any problem, and I dedicate my time only to do bidness, not to solve problems.
SO MY FRIEND MY ADVICE TO YOU IS, MAKE THIS PERSON THE TOTAL RESPONSIBLE OF YOUR SITUATION, YOUR PAYPAL ACCOUNT IS RESTRICTED NOW AND THAT WILL BE IN YOUR RECORDS FOREVER, IF I WERE YOU I WILL MAKE THIS PERSON PAY (legally) FOR THEIR ACT, IF HE DID IT ON PURPOSE OR NOT HE HAS TO LEARN HIS/HER LESSON. HE/SHE JUST CAN NOT GO AROUND FILING FRAUD COMPLAINS WITHOUT ANY CONSEQUENCES FOR HIM/HER. TAKE LEGAL ACTION.

PayPal has cleared my account. Damon, if you were responsible, thank you.
In my case, it was an honest error by my buyer. I've talked to him on the phone, he was sincerely sorry for his mistake (he confused this $300 order with another). Honest folks make mistakes sometimes.

Of course he's honest, but more than honest I would say that he was concerned and scared after you gave him so many proof of having received the item, if I were him the least I could make was contact PayPal to retract/stop the scam I tried to make. But anyway some people make mistakes, but this mistake involved so many addresses, #'s, and just 1 amount of money, ...hmm?. Anyways.
