How does the Ebay Fraud reporting work? After both parties have entered their information then what? How does Ebay determine fraud and what do they do about it?
What sort of 'evidence' do they require and who do they put the onus on to substantiate the claim?

From my experience that do not do anything other than provide a spot for you and the offender to try to work it out. They then wait for you to do the leg work of proving it but even if you do they don't do anything. Pretty worthless if you ask me!
