If a seller NPB's a bidder then the bidder can not leave feedback for that seller (even if the seller left fb for the bidder). A seller left me a neg a month or so ago for a payment he lost and then later found. In the meantime, he NPB'ed me on the item. He has since refused to ship it and has been nasty wtih me. I went to leave him FB on the item and ebay's system wouldnt' since because of the NPB, the transaction had been "not complete". So he gets my money, I get a neg and no product. Hmm...

Is this true? If, as a seller, I leave a neg, and then immediately put in the 2nd part of the FVF, the bidder is blocked from retaliating?

Apparently. Yup. Im primarly a seller so I guess this is a good thing. I just happend to get bit with it as a buyer on one of the few times I bid. Oh well...

Have you contacted Ebay? If he got your payment and is still holding out, forwaed the email to them.

If they have the payment and refuse to ship, that is FRAUD. If you mailed a check or money order, that makes it MAIL FRAUD.
Don't bother with the seller, just go to the USPS and file a mail fraud form. You will have to print out all the emails and stuff, and they will send the seller a letter that should make them ship the item fortwith.

ed123, this is the first time I have ever heard of this. Is this something new?
Did you try again, accessing the feedback page from the auction listing?
While this would be great from a seller standpoint, there is a lot of potential for abuse!

Ebay has a NBP appeal form that will enable you to have them investigate this and possibly get you your money back.

"Every time you are the winning bidder or seller in an eBay auction, you can give feedback to your trading partner."
Filing for a FVF or NON-paying bidder report does not change this. Either party can still leave feedback.
Many times, over the last two years, it has been suggested to eBay to "block" the ability of a non-paying bidder from leaving feedback on the transaction. eBay will not (has not) done that because of the potential problems that would ensue if they did..
(a seller using the NPB warning FVF credit request to prevent a bidder from leaving honest feedback)

BlondeSense - Since no one here was giving us an answer, I posted the question on another board; experienced sellers there say this is NOT true.
I believe there must have been some other reason that ed123 could not post feedback.

Im not filing fruad it was a very small (financialy) transaction. It's the principal of this. I got negged, got no product, and a NPB unjustly and now I can't even neg him back. That's all....
