I just recently changed my setting on paypal to only allow paymens from
paypal users with a verified shipping address, to keep possible buyers from using a stolen card.
I think it was a great idea, and good protection, but i cannot believe the amount of users that do not have their address's on file.
Those that don't, are saying I am not being fair. I think .. gosh, I don't know. Should I just accept payments from anyone .. with any card, not knowing if it is they are the card holder??
the last thing any of us want is to have our account frozen.. and me, especailly over a 5 dollar sale. most are at the 5 to 10 dollar range.
whats your guys take on this? would it offend you?

If you don't set preferences, they will still ask if you want to accept or reject, and you can decide on an individual basis. Most of what I buy on ebay is for my daughter's and I want it sent to their addresses, not mine. doing it your way, would reject my payment, even though I am verified . Inconvenient and annoying for me, but wouldn't offend me.

I started with my home address as I wanted to take PayPal and went through the snail-mail letter from PayPal, etc, to prove I was me and I was here. Then a few months later we decided to add a credit card. We added our business card, which has my husband's office address. Thing is, my home address doesn't exist to PayPal anymore evidently! I won an auction and used funds that were in my PayPal account and my home address was not an option (in fact I didn't see any other payment method as an option, but there was so much lag last night that I might've clicked through too fast). Told the seller to ship to whichever address (I gave her our home address in a seperate email) she felt comfortable shipping to, but to warn me, as packages are left in the lobby at my husband's office so we need to REALLY watch for delivery.

The real culprits to blame for this problem are:
-the stupid credit card companies who haven't changed the rules in all these years. The rules still say that if a credit card is accepted for a mail order purchase and the item is shipped to a different address than the credit card, if the cardholder claims fraud, the seller loses - period. It doesn't make a difference if the cardholder emailed the buyer specific instructions.
-the scam artists who have discovered how easy it is to get free stuff online. Just pay via credit card, have it sent to a different address and then challenge it. A woman used paydirect to pay for numerous auctions and then charged back every one of them. One of her sellers lived close enough to go to her hometown and have her arrested. Of course she claimed it was all a mistake.
I would like to see the credit card rules tightened up. I would also like to see false charge backs being treated as a crime. But until this happens, sellers have to protect themselves. Do you really want to take a chance on having your PP account restricted because of one fraudulent CC or one scamming customer charging something back? It has happened to lots of folks.
