We are in the middle of dealing with a similar situation. Go to the UPS website (http://www.ups.com) and track the package. You will see exactly where it was delivered and when. Also, there is a section on the website that spells out in great detail the insurance coverage for packages. Read that so that you will be very knowledgeable when corresponding with this buyer.
Then, go to ebay and request the buyer's contact info. Then, call UPS's toll-free # and tell them that you would like to initiate an insurance claim. They will ask you for specific info and it helps them if they have the package recipient's phone number. That is why I suggested getting it from ebay. However, the phone # is not required. Our UPS guy told us that the process was relatively quick and that they would be in touch with us to let us know the status when they finished their investigation. I suggest emailing your buyer to keep him in the loop and let him know that he will not be forgotten just so that he doesn't worry too much in the meantime. Hope this helps. Good luck.
