So I post in ALL my auctions that I only accept US or Canada bidders. I've had too many payments get lost or items I've shipped never turn up so long ago I decided it's not worth my hassle. So this guy wins an auction and then tells me "oops I didn't read" and he's from Italy. I am not dealing with the bother for a $4 item and tell him sorry, he's out of luck, read the rules next time, etc. My question: can he still neg me if he chooses to take this the wrong way? And can I get my (measly) end of auction fee back since he didn't pay attention to the rules I lay out?

Genie has it right.
There is no rule that disallows that buyer from negging you. I would think that neg might be appealable.

I have this very same situation! I only sell to US and Canada and someone (I think he's from the Netherlands from his email addy) won one of my auctions. I have not even heard back from him despite sending him an email so I guess after 7 days I can post a NPB and then in 10 days get fees back - but that is very unfair that bidder can post a neg when he didn't follow the rules! Of course, guess I could also neg him for not following the rules too!

I have heard that if you put a $25 "non-negotiable customs forms fee" into your auctions that international bidders will be much less likely to bid on them.

I have started to wonder if some foreign bidders read the rules, see "no foreign ship" and then bid anyway, figuring that if they win the auction 9 out of 10 sellers will go ahead and deal with it anyway. I've drawn a line in the sand though - not this time! I got nothing against this guy, but it's the principle of the thing, and my auction and my rules. Grrrrrr!
