I wrote Ebay support regarding Dutch Austions and received this response. Go to the link and note how the 'BuyNow' feature will affect buyers!
The last week of February this policy will be changing. The new
requirements for sellers to use the Dutch format are:
1. Have a credit card on file
2. Have a Feedback Rating of 50 or above, and
3. Be a registered user on eBay for at least 60 days.
OR
4. Be ID Verified.
The feedback rating amount will go up to 50+, but if you become ID
Verified, this requirement, as well as the 60 day membership requirement
can be waived.

First REALLY smart change eBay has made in quite some time - this will make it much tougher for scam artists to run a big dutch and disappear with the money! I applaud this decision.

I hope they have fixed the Verification System since the last time I tried in back in the Spring, 2000. I tried and tried, and could never get the system to work. I wrote eBay and also the support for Power Sellers, who looked into the problem and said there was a glitch, and basically, at that time told me not to worry about it, that they'd get it worked out in time.
That was the last word I had on the system, and just basically shelved being bothered about getting verified.
I'll give it a try again today - I personally think it is a good idea, but I basically always did.....my feeling is that there is nothing they are going to learn through this info that they don't already know and/or have access to, and it might keep some of the scum away.
I don't do Dutch Auctions hardly ever, but still think it a good idea to be verified.

Okay, maybe I am not awake as yet, but you mention "Buy It Now," in relationship to the Verification, but when I read the information, I see nothing that relates to the “Buy It Now” - and verification - just the Dutch Auctions. What am I missing here??
Whoops, I see you are saying how it will effect the BUYER - and I am a Seller, thinking how it would effect the Seller. On the other hand, I don't see how verification effects the buyer either....

Well this must not be my day, I have just searched all over eBay trying to find the site where one fills out the form for the Verification and I can't find it....the link you gave is for questions, but none of them seem to link to the actual site where one applies for verification. Does anyone have the Verification link?

I think I understand what your first sentence is about - in the question/answer section of the verification process, this is one of the Q & A's:
Q. Why should I get verified? A. ID Verify establishes your proof of identity - so others will trust you as their trading partner. It also provides you with the following additional benefits:
You can buy an item without having to wait for the listing to end with eBay's Buy it Now. You can get ID Verified without putting your credit card on file. You can bid above $15,000. You can bid on eBay Premier. You can sell on eBay's Mature Audiences category.
Very Interesting!!
Maybe that will reduce some the probs. sellers are having with some BIN buyers...

eBay buyers have always been required to register a credit card with eBay in order to use BIN; ID Verify is just an alternative for those who don't have a credit card or don't want to give eBay the number.

This is horrible news. This means that if you make 3 listing violations (EVER, cumlative), stuff as petty as "wrong catagory" or "misleading title" then your are off and your SSN is blacklisted. And you can't resignup to sell dutch. Even if you have perfect Feedback. Hmmm.....Well just don't violate those rules, you would tell me. Well sometimes im some parts of eBay, competition is so fierce that competitors will makeup violations (such as the ones above) and fire them off to ebay using tons of different email accounts over and over again until some employee mistakingy agrees that a listing violation was made. Now with this new id verifcation, some people will permeently lose thier business due to blacklisting..NOT GOOD AT ALL!!!!

I don't know why after 600 fb I need to have a CC on file or be ID verified to sell Dutch.
Ebay just contiues to lose more of my business. I can't even buy with BIN, I have to go to Yahoo and use BIN for items I need right away. The very few adult items I have to sell go to Yahoo already because of this restriction on ebay, and now I have to do my Dutch auctions exclusively on Yahoo. I'm not going to give in as long as Yahoo is viable for me.

If I read the initial post correctly, if you meet the first 3 requirements you DO NOT have to be ID verfied to list dutch auctions.

Right, but read my post a couple posts up. If you get kicked off illegaly and restart, and what you sell is dutch, and you mostly use featured (19.95 or 100.00) then you get screwed by this policy
