Is there a way to see why a user was NARUd. A buyer of mine was NARUd and I am wondering if for the same reason I neg'd him or because I neg'd hi? It was his 3rd in 8 total feedbacks. I was told this guy was NARUd once or twice before.

You can't see the reason a bidder is NARU'd, though if his feedback is -4 total, you can presume that somebody reported the account to eBay and it was manually NARU'd. (When an account reaches -4, it can't bid or list, but NARUing is a manual process.)

If you filed an FVF request on the account, you could possibly presume that 2 or 3 other sellers did and that is why the account was suspended. (If 3 sellers file FVF requests, the account will be suspended for 30 days; if 4 sellers do, the account is permanently suspended.)

I also wish I could see why a person was NARU'd. I saw one seller that had perfect feedback and was NARU'd. Why is this?
