I aksed ebay if giving free shipping to those who don't use PayPal is OK and wouldn't be against ebay's surcharge policy.
They replied the following:
"Offering a discount on the shipping fee to a
bidder who pays by check or money order and not by Paypal is not in compliance with eBay's listing policies. This type of discount illegally avoids eBay fees and
could result in your auction being ended."
How does this avoid fees? Is this person correct??

IMO this person is absolutely NOT correct. eBay does not get a percentage of shipping fees. That's the silliest thing I've heard today.

Listings that promote bonus items, giveaways, or random drawings or prizes as an enticement for bidders are not permitted on eBay as these promotions are illegal lotteries in many states.
Policy: These types of listings are not permitted and will be ended. The insertion fee will be automatically credited for that listing. >>>>
I think eBay considers
this type of actions as an enticement for bidders (Knowing if they do not pay via PayPal they will get free shipping)
