If I close an auction and receive bids, but they do not reach the reserve, am I allowed to split the difference between the last bid and the reserve w/ the high bidder or is this spam?

It's not necessarily spam, but it is fee avoidance.

Using member contact information obtained from eBay or using any eBay feature to offer to sell an item outside of eBay to any of your bidders in a Reserve Not Met listing.
