I ran a bunch of auctions about a month ago with starting bids of 1 cent. I had been in the hospital before this, and I stated on the about me page that this was my way of thanking bidders for being patient with me while I recovered. I have emergency surgery and was caught off guard leaving packages to ship out 2 weeks late.
My bidders came back and bid like crazy (new bidders too) and I had one auction sell for 1 cent and another for 64 cents. The bidder paid the 1 cent auction right away. The other auction remains unpaid. It's almost not worth it to file, but the bidder is not living up to the agreement.
I will probably leave neutral feedback stating that the bidder did not complete the transaction, to alert other sellers.

It's hard to believe that someone can't come up with $.64, but people will surprise you all the time! It seems that most of my deadbeat bidders are ones who bid on items that stayed under $10.00. Just filing the NPB form might prod them to send off the payment, though. It seems silly to file for that piddly amount, but then ebay will have it on record.

If it was .01, I'd file. A deadbeat is a deadbeat. If everyone filed NPBs and neg'd them for non-compliance, eBay would be better for it.
