It's a variation of the "send money to the list" pyramid scheme you have all probably seen in your email.

This tells you to send $$ to the sender, and add your name to the list. I forwwarded it to PayPal so they can close the accounts of the participants.

No. These people just expect that you will voluntarily send them the $$ in hopes of getting $$$$$$$$$$ when your name gets to the top of the list.

They are not after passwords.

If you don't send the money your computer will get every virus known to man
