Can anyone tell me how one can be billed for roaming charges using MSN as an ISP? Has anyone had this happen to them?

If you are dialing a toll number to connect to them, you will incur long distance charges. MSN doesn't have local numbers everywhere. Is that what happened?

no - only local numbers were dial.

Question is how can this even occur? Don't even remember a toll free access number available for one to choose.

And dialing a toll number is not roaming charge. That will just be a long distance charge with your own long distance carrier. MSN will not be involve in that case. This was a bill from MSN.

I see what you are saying...I misunderstood. I'm not sure about roaming charges directly from MSN...have you called them to ask about it? Is there a Help section on their home page?

Disputing it thru credit card company and also via MSN billing.

Funny thing, the MSN reps are not sure themselves. They could not explain it either. Also, nowhere on the MSN site is an explaination of even what causes a roaming charge. This is the first time I have even heard of such a concept with ISP.

Sounds like something downloaded to your cell phone?

Do you have an internet-ready cell phone?
Or device like ?? (what's it called, Black Grape or Berry or something like that -- the hand-held email receiver?)?

No - no cell phone.

Even if cell phone, than my cell phone company will be billing me, not MSN.

I cannot understand how ISP can have roaming charges.

Perhaps MSN has assigned you (based on your zip code, name, whatever) a particular access number, and if you call other numbers, you are zapped with a "roaming" charge.

They could justify this by saying that they try to balance the load on their modem banks by assigning people to dial specific numbers. People who don't call that number increase MSN's cost and are billed extra.

I have no clue if this is how MSN actually works or not, it's just a thought.

no - you are allow to choose your own access numbers. There are several to choose from in my area.

Also, while I cannot see the exact detail of the charge, I can see that only certain days were charged and other days, no.

My gut feeling is something went wrong at MSN. I am curious to see if anyone else got billed for this.
