I have a buyer that won 2 auctions a week apart. The first was paid promptly by VISA direct to me. The second auction has not been paid. The buyer claims he did not bid on the item. Well, he did and was high bidder!
Should I go ahead and send the second item to him and charge his VISA card as I have the # and exp. date from the first auction?
Any feedback is greatly appreciated.

No..he would probably just dispute the charge & you'd end up in a fight.
Use the "send this auction to a friend" button to send him the second auction so he can see where he was the high bidder.
Keep your correspondence with him professional & give him a way to acknowledge his mistake w/o feeling defensive.
Some like, "You might have overlooked your bidding on this auction so I've sent it to you so you can see you were, indeed, the high bidder on this auction".

Eventer gave very good advice. I would never charge someone's credit card without their permission (as tempting as it might be). You are opening yourself up for a great big headache. Sending the auction page to him is a GREAT idea. If he still won't accept responsibility for it, just file the NPB form, give him a negative or neutral and move on. You don't want to wage a war on this...
