They are fighting back! I've noticed that my BillPoint customers are now outnumbering my PP customers 60/40!
Is this why PP is introducing:
PAYPAL PREFERRED?
To become PayPal Preferred and get 1.5% cash back on debit card purchases, just make sure that PayPal is the only online payment option advertised in your auction listings. PayPal will spot-check listings once a week.
What are examples of other "online payment options"?
Billpoint / eBay Online Payments
Yahoo PayDirect
Which payment options can I still advertise, along with PayPal?
Checks
Money orders
Other offline payment options

Nope! Don't have that button. Maybe because mine is a Personal Account. I probably have to upgrade to get it. I've been meaning to do that anyway. Thanks for the reply!

I looked at my PP account and I dont have any button like {b]tomiii[/b] mentions. I have a Verified Premier Account, maybe that that makes a difference.

Yeah, the PREFERRED is offered only to BUSINESS/PREMIER accounts as it refers to the DEBIT CARD offered with those accounts.

When I logged in tonight, I got a message saying that I was being sent a debit card and it should arrive in the next week, well, I never asked for one, but thats ok, I also only have a personal account, so that really makes no sense.
I double checked, my account has not been upgraded, I don't need to, low sales and more people using billpoint, but why all of a sudden is the debit card thing all over the place and no where do it say that I have to upgrade to use it.
It does say that I have to sign up for the money market, but even that doesn't tell me I have to upgrade first, I know it did before but not now.

I also have a verified premier account but I don't get that option either. Thanks tomwii for sharing that info 'cause it made me look at the "new" stuff coming including the fee increase.

Shows up on my account.
A button/banner that says: Save 70% on your fees. And a text link. I will pass.
The whole purpose of accepting online payments is to offer the customer a greater choice of options. Once you start limiting those options, you defeat the purpose of offering them in the first place. I'll pass.

I have a question pending with them now - if you can offer other payment options in your EOA notices (which of course, Paypal never sees), as long as Paypal is the only payment service advertised in your LISTINGS, do you qualify as Preferred for the bonus... 8)
Also, Bidpay is not allowed to be advertised along with Billpoint and Paydirect - even though it pays via money order which you CAN advertise for...
Since I just got my debit card yesterday - once the BP promotion ends, I will probably pull BP and Bidpay out of my auctions listings to get the 1.5% cash back - but continue to offer them in my EOA notices - I get FAR more business through Paypal than either one of those methods, but I don't want to limit my buyer's options either.

BTW, did anyone else notice that the Business/Premier fees are being increased as of April 19th?
Effective April 19th a flat 2.2% will apply to all transactions over $15, no matter where the money comes from. Plus the 30 cent transaction fee. There is a $5 cap on e-check payments. That's how they can afford to give rebates to you guys.
You can find the announcement if you click on the Policy Updates on your main Paypal screen after you log in.
I would also like to clarify (just so that there is no misunderstanding) that the cash back applies to purchases made through the debit card (such asgas,groceries,supplies,postage,etc) and not to atm withdrawals.
This could be an effective way for users to:
1. Earn dividends on money in their account (Money Market)
2. Have faster access to money in the PayPal account (withdrawing via ACH transfer or check takes longer than having immediate access through the PayPal account).

well, I for one, think it is a great.
If you have the card, why not take advantage?
I use my card several times a day for everything like post office purchases, grocery store, gasoline, dinners out, even ebay payments.
why would anyone be opposed to passing on money back option?
Do you not use your Discover card, solely for the fact it pays you back? hell, they take a year to bounce that money to you.
with this card, it is instant.
I have already recived 3 dollars back from using my PP card as I normally would, and thats just from yesterday alone.
I guess I am somewhat in the minority I suppose. I love paypal, and all it has done for the ease of my eBay business.

I love it too - and my debit card arrived just yesterday! Already used it once for the PO - and it worked just perfectly.
I'll have to wait until the current auctions end to become Paypal Preferred (they have Billpoint and/or Bidpay links in them now) but effective April 2nd I'll be able to be Paypal Preferred in my listings (Billpoint and Bidpay will still be available to those who wish to use it, and I can continue to offer them as options in my EOA notices - just not on my auction page. Not big loss, I get TONS of Paypal payments and only a handful of Billpoint or Bidpay ones).

How DOES one go about getting a debit card for Paypal accounts? I use my paypal account to receive auction payments as well as to use the money for mailing them. It sure would be a heck of a lot easier to do it on a Paypal debit card rather than transfer money to my checking account and use THAT debit card.
There should be a link on the left-hand side of the screen after you log in. I can cut and paste some information in(if it is not there) for you if would like.
This is for Premier/Business accounts and I am including most of the general questions for your review.
How do I get the PayPal MasterCard™ Debit Card?
PayPal is offering a limited number of debit cards to its users and plans to offer more based on the success of the program. If you would like to be included in the next round of debit card offers, please email us at [email protected] and include you Primary PayPal email address in the subject line. We will review your account and notify you in 3 to 4 weeks if you qualify for the offer.
If you have already been selected, you will see the offer in the "What's New" box of your Account Overview next time you login to your PayPal account.
How do I withdraw cash from my PayPal account using my PayPal MasterCard™ Debit Card?
ATMs. Use your card to obtain cash at any ATM displaying the Cirrus™ logo. When prompted to select an account to withdraw your money from, choose "checking."
Cashback at Merchants. Use your card to obtain 'cashback' at many merchants where you see the Maestro™ debit mark. As with ATMs, these transactions require you to select 'debit' and enter your PIN.
USE CAUTION when using your physical card at Bank Tellers. Your card is intended for use only at ATMs and merchants who accept MasterCard™. If you take your card to a bank teller to access your PayPal account, you may be charged for using the card inside a bank branch. Ask the bank teller if any charges apply before you attempt to withdraw money.
Does the MasterCard™ logo mean it's a credit card?
No. Your PayPal MasterCard™ Debit Card is not a credit card - it's just like your bank ATM card. Since it has a MasterCard™ logo, you can also make purchases wherever MasterCard™ is accepted. Unlike a credit card, purchases made with the PayPal Debit Card are immediately deducted from your PayPal account.
Will I be charged for withdrawing cash at an ATM? Do you rebate surcharges?
PayPal will charge you $1.00 per ATM withdrawal. This is in addition to any fees that may be charged by the ATM network. However, if you use your debit card to pay for at least $100 in purchases per month, PayPal will refund you up to $3.00 in ATM fees for that month.
Can I make a deposit at an ATM?
We currently do not have the ability to accept deposits at an ATM. You may always add funds to your PayPal account via electronic transfer from your checking account or by mailing us a check.
Why is my purchase "Pending"? Why is it for the wrong amount?
Your purchase is marked as "Pending" because many merchants do not send the final money request for a payment made with a PayPal debit card until a few days after you have paid them. This is especially common with restaurants, as the total charge changes if a tip is added to the bill.
This is how this type of payment request works:
Merchant requests a $50 charge from PayPal, marked as a "rough estimate"
Your PayPal transaction history shows a $50 payment with a "Pending" status
You add a tip to the bill, bringing the total to $60
Within 3-4 days, the merchant follows up with PayPal, requesting the final $60 charge
Your PayPal transaction history now shows the $60 payment with a "Completed" status
Why did my PayPal balance only decrease by $1 after I made a purchase at a merchant?
Your PayPal balance only decreased by $1 because the merchant has not yet charged you for the full amount. The $1 "pre-authorization" is used only to verify that your account is active. This is especially common with gas stations, as they do not know how much gas you will buy when they authorize your charge.
This is how this type of payment request works:
You insert your debit card at the gas pump. The gas station requests a $1 pre-authorization from PayPal
Your PayPal transaction history shows a $1 payment
You pump $16 in gas
Within 5 business days, the gas station follows up with PayPal, releasing the $1 and requesting the $16 charge
Your PayPal transaction history now shows the $16 payment with a "Completed" status
How was I able to overdraft my account with a debit card? Why were transactions authorized when I didn't have sufficient funds to cover them?
If a merchant uses either of the scenarios above, it is possible to overdraw your account because the full amount of your transaction was not immediately debited from your PayPal account. Remember that your debit card acts as a type of check, and that you must keep track of all outstanding purchases to avoid overdrawing your account.
If your account becomes overdrawn, you will be required to add funds to your PayPal balance to make up the difference.
What if merchant does not approve a transaction?
If a transaction is declined, please check the following:
The purchase amount is not greater than your daily card limit or your available PayPal balance
"Credit card" is chosen as the payment method when the MasterCard™ logo is displayed, or "debit" as the payment method when the Maestro® logo is displayed
"MasterCard™" is the selected card type
Your 16-digit card number was correctly entered
Your card expiration date was correctly entered
Your name was entered as it appears on your card
Your billing address was correctly entered
You have not exceeded your limit of 10 transactions in one day
If the above suggestions do not correct the problem, please contact Customer Service at [email protected].
I chose "debit" when I made a purchase with my MasterCard™ Debit Card. Why didn't it work?
Only merchants displaying the Maestro® logo will accept your MasterCard™ Debit Card for debit purchases. If the Maestro® logo is not displayed, but you see the MasterCard™ logo, choose "credit" when making a purchase.
